Berkshire Law Enforcement Council provides training for emergency response and specializes in crime prevention.

Central Massachusetts Law Enforcement Council 

The Central Massachusetts Law Enforcement Council (CEMLEC) is a non-profit corporation consisting of over 60 municipal law enforcement agencies and one county Sheriff that assist each other through a mutual aid agreement. CEMLEC covers a land area of over 1,600 square miles and serves a popultion in excess of 750,000 citizens across four counties.

Member agencies are fully insured and authorized to operate throughout all areas CEMLEC covers. CEMLEC augments local departments by providing specialized services, equipment and personnel, while ensuring that the requesting police chief maintains overall control of law enforcement activities.

Greater Boston Police Council

The Greater Boston Police Council, Inc. (GBPC) is a 501(c)(3) not-for-profit membership organization comprised of law enforcement and public safety agencies from across the Commonwealth of Massachusetts, Connecticut, New Hampshire, Rhode Island, and Vermont. GBPC is governed by an Executive Board comprised of the Chiefs of Police from thirteen local police departments from across Eastern Massachusetts.


GBPC offers several core services to its membership. The “backbone” and hallmark of the organization is the member Massachusetts police departments who utilize the Boston Area Police Emergency Radio Network (BAPERN), which was designed and built, and is currently maintained, by the GBPC.


BAPERN was developed in the 1970s to facilitate interagency radio communications and has been used on a daily basis since that time for wide-area and regional law enforcement notifications, as well as incident command during special events and operations.


In addition to overseeing the BAPERN system, the GBPC offers simulation-based incident command system training programs that provide police personnel with the special organizational skills and decision-making abilities necessary for managing a critical incident. In partnership with the Metropolitan Area Planning Council (MAPC), the GBPC also administers a cooperative purchasing program for items such as police cruisers, medium- and heavy-duty trucks, and other industry-specific commodities.

Metropolitan Law Enforcement Council 

The Metropolitan Law Enforcement Council (MetroLEC) is a another regional law enforcement cooperative that serves the communities of 48 police departments in the region. MetoLEC supports eight specialized units that are available to all member agencies.

Northeastern Massachusetts Law Enforcement Council 

The Northeastern Massachusetts Law Enforcement Council (NEMLEC) is a consortium of police departments in Middlesex and Essex Counties, and two County Sheriff’s Departments. Member agencies operate by sharing resources and personnel, collectively providing services to each other that might not be available to one. NEMLEC coordinates this sharing of personnel and resources to provide its member agencies with the ability to provide supplemental services to the 1.7 million people in the 925 square miles they serve.

NEMLEC is a professional organization that is directed by the priorities and needs of its members. This means that officers from NEMLEC’s agencies can be made available in other communities during an emergency or event that requires police services beyond what local police may have. NEMLEC coordinates the provision of mutual aid and the sharing of these officers between agencies, in accordance with Massachusetts General Laws, Section 40, Paragraphs 8G and 4J. Responding officers that report to provide mutual aid are under complete control of, and follow all commands given by, the local police chief of the department that requests our services.

Southeastern Massachusetts Law Enforcement Council 

Southeastern Massachusetts Law Enforcement Council is a mutual aid consortium comprised of resources from the police departments of 30 cities and towns. We respond when requested by a chief of police to assist with search and rescue, special events, or major crimes. We also draw on some of the most talented police officers in the region to form the SEMLEC SWAT Team, which deploys when needed to save lives and protect the citizens of southeastern Massachusetts. SEMLEC members are all sworn police officers from one of the 30 member communities. Our units respond only when called by one of the 30 chiefs of police in our region.
