The school offers a 4- year secondary trade curriculum with vocational courses in Auto-Mechanics, Building Construction, Furniture and Cabinet Making, Machine Shop Practice, Industrial Electricity, Food Trades, Cosmetology, Drafting, Handicraft, and Computer Education for Boys and Girls.
In school year 1975-1976, the school was authorized to open a 2- year Trade Technical Curriculum – college level leading to degree course with major fields of specialization in Automotive Technology, furniture and Design Technology, and Garments Technology. There were Junior College Instructors who handled the said curriculum.
When the Presidential Decree No. 1436 was promulgated on June 11, 1978, creating the Cagayan State University (CSU), WCSAT became a satellite school thereby the college level including the Instructors were absorbed by the University and became the Cagayan State University at Lasam.
An innovative program in the secondary level was implemented known to be the Secondary Education Development program during School Year 1989. The Secondary Education Curriculum was then carried out which was enriched with Vocational Trade courses so that the identity of WCSAT is maintained. Again the NSEC was given an enrichment program in Science and Technology which was introduced in school year 1994-1995.
During the school year 1990-1991, the school was authorized by the Technical Vocational Division of the region to open the Post Secondary Education Program with Non-degree curriculum for 3 months, 6 months, 1 year terminal courses in the following technologies- Automotive Technology, Electrical Technology (electric motor rewinding), Welding and Steel Fabrication, Apparel and food Beverage Preparation Technology.
The Program (PSEP) is still dependent on the funds and operation of the secondary department – i.e… the instructors of Secondary School Teachers and the maintenance and other operating expenses of theses courses were drawn from the secondary funds.
In July, 1995 the Technical Education and Skills Development Authority (TESDA) was formally implemented through the Bureau of Technical Education (BTVE) of the DECS, the Department of Labor and Employment (DOLE), the National Manpower and Youth Council (NMYC), Department of Trade and Industry (DTI), the Department of Agriculture (DA). This connotes that Technical-Vocational Schools having Post Secondary Education program are under the authority of TESDA and their secondary program are under reginal and or Division office so that the Western Cagayan School of Arts and Trades is one among the member-school in the region.
The two (2) programs of the TESDA which are being implemented still share the secondary funding. They are the Non-formal Technical-Vocational Education and Training and the Formal Technical-Vocational Education and Training. In September, 1996, TESDA Regional Office gave an assistance fund through the NFTVT for the period covering October 1 to December 31, 1996. The amount augmented the earmarked funds from the maintenance and operational allotment of the secondary.
As of July, 1997, the school was officially transferred to the Technical and Skills Development Authority as per memorandum of agreement between the Department of Education Culture and Sports, then on July, 1998 WCSAT was transferred back to the Department of Education, Culture and Sports.
