Barangay Bilay is located 18 kilometers away from the heart of the Butuan City, in the upper stream part of the Agusan River. It is bounded on the North by Barangay Aupagan and DonFrancisco, on the South is Barangay Maguinda, on the east side is Brgy. Maibu and on the West by Agusan River.
Bilay was formerly a sitio of Barangay Amparo until it separated and became a distinct Barangay on March 16, 1965. This turn of event was transpired during the administration of the late Mayor Salvador V. Calo, as the “Father of Butuan City”.
The place got its name from the daughter of Datu Talimanghod who was named “Princess Bilay”. During the time of her reign, Princess Bilay’s beauty and charm was admired and adorned by native Butuanons. At present, the descendants of Datu Talimanghod are still residing in Sitio Tagbaogo near the river bank.
As part of the barangay’s development, Bilay National High School was founded on September 01, 1986 under the leadership of late Captain Apolonio C. Campana Sr. At first, the school was located at the Bilay Elementary School today. The generosity of late Isidro Burdeos paved a way for Bilay NHS to have its own area of 1 hectare.
Bilay National High School then accepted students from Bilay, Don Francisco, Maibu, and Salvacion. Some of the first students of the school were Felisa Gado, Judith Libot, Generoso Campana, and Apolonio Campana Jr.
