Bilay Elementary School was the name given to the school and was name after the barangay. It opened in the year 1970, in Southern portion going to the upper stream, which is 18 kilometres away from the heart of Butuan nearby the mighty Agusan River. It has an area of 5,473 square meter which was donated by the barangay council through the leadership of the Ex-Barangay Captain Hon. Apolonio C. Campana Sr. It can be reached by any kind of vehicle.

Bilay Elementary School (BES) is a twenty-two (22) kilometer ride from Butuan City Proper through motorcycle or any means of land transportation. BES is one of the thirteen (12) schools of Southeast Butuan District II. It is District Office located inside the premises of Barangay Baan KM3 specifically at Florencio R. Sibayan Central Elementary School. The school is within a mountainous terrain filled with trees.
