In the context of School-Based Management (SBM), Human Resource and Team Development refers to the processes, systems, and practices that ensure the school has a competent, motivated, and well-supported workforce. It is part of the SBM Dimension on Leadership and Governance, and it aligns with the goal of making schools more responsive and accountable to their stakeholders.
Human Resource and Team Development under SBM focuses on how the school:
Recruits, assigns, and retains qualified staff;
Promotes the continuous professional growth of all personnel;
Builds effective and collaborative teams; and
Fosters a positive working environment that enhances performance and student learning outcomes.
Strategic Recruitment and Deployment
Teachers and staff are hired and assigned based on student needs and school priorities.
There is transparency and fairness in assignments and selection.
Professional Development
Teachers and non-teaching staff participate in relevant training (INSET, LAC sessions, CPD).
The school has a Professional Development Plan aligned with IPCRF and school goals.
Performance Management
Teachers are regularly monitored, coached, and evaluated (e.g., RPMS, COT, classroom observation).
Feedback mechanisms are in place to help staff improve and succeed.
Teamwork and Collaboration
The school encourages shared leadership, collegiality, and participation in decision-making.
Teachers work as Professional Learning Communities (PLCs) or School Teams.
