A. Situation of Children/Learners
The number and percentage of 5-years-old to 17 years old not enrolled is decreasing from 4.2% in SY 2013-2014 to 2.5% this SY 2014-2015 based on the enrolment data. Out of the 18- five year old children 1 is not enrolled due to poverty and health problems, family problems related causes. The number of children enrolled is increasing by 20 % or from 64 enrollment in S.Y. 2013-2014 to 80 this year, an increase of 16 enrollees. Out of the 64 pupil enrollees in S.Y. 2013-2014 3.13% or 2 are not regularly attending their classes as follows; 1 from Grade I, 1 from Grade II, respectively. These children are the pupils at risk of dropping out. The number of malnourished pupils is increasing from 4 in SY 2013-2014 to 6 this SY or 1.5%. The number of pupils with other health problems and who are vulnerable to child abuse is decreasing from 4 and 3 and 5 to 3 or a 75 % and 60% decrease respectively

B.1 Community Profile
Ipil was once a sitio of Barangay Tapel. Oral history recalls that the place was a forest land bountiful of Ipil trees, hence its name Ipil. Originally Ipil was occupied by Aetas who eventually fled that area due to the migration of Ilocanos from Ilocos Region. The forest areas were cleared and turned into corn and rice land. As migratıon grew more, the place was separated from its mother Barangay Tapel in June 25, 1924. Leaders were appointed and elected namely:

Ipil is a barangay known for its farm produce especially corn and rice. People are busy and industrious in planting their big and wide corn land and rice field and in turn sell them in the market for their daily needs.
Active barangay council headed by an equally very active barangay captain who initiated sports and cultural activities and presentations during the barangay fiesta to preserved customs, traditions and beliefs of the community which are still practiced and treasured up to this time. The barangay fiesta is observed every June 25 of the year.
Projects like Clean and Green, Proper Waste Management, Street Lights, Drainage Canals and other programs which are Environment Awareness are accepted and added activities of the people throughout the year.

Ipil is divided into three(3) Puroks manned by a kagawad. The purpose of which is to be responsible in all the activities in his/her respective sector.

A. History of the School
San Francisco Primary School was established in 1976. School lot was donated by Mr. Anastacio Omotoy
The school site is located at Sito San Francisco, Ipil, Gonzaga, Cagayan 3.5km from the Maharlika Highway. It has an area of .8250 sq. meters.
It has also an enrolment of 80 pupils as of June, 2014. The teaching staff is composed of 2 Teacher-1 and 1 LGU-funded teacher. It is greatly helped and aided by the LGU, PTA, Barangay Council, and Non-government organizations of the community.
From the usual number of pupils of 10-15 for every grade level, for the last thirty years, there is a gradual increase in the number of pupils from 20-30 pupils, beginning from the year 2012 and at present and with 7 teachers.
