This program primarily aims to empower socially and economically disadvantaged community members by fostering confidence, inclusivity, organization, cooperation, and influence. It also addresses gender-based issues and promotes gender equality, disability rights, and social inclusion through its various program components.

It has four projects: Project AKKaP (Akbayan ang Kapwa at Komunidad tungo sa Pag-unlad), TO-SERVE Project (Technical Opportunities to Support, EmpoweR, and Value the Community), Project KPKNan (Kaagapay sa Pag-unlad para sa KapakaNan ng PWDs), and Project DAPAT (Differently Abled Person Assistance and Tutorial).

In human anatomy, arm is the upper limb of the body, comprising regions between the shoulder and elbow joints. The arm is also the common body part used in helping other people. 

The program intended to access communities in need, render appropriate services, and maintain robust relationships with and among the people in the community. 

It was further divided into five projects: Basura Ko, Ayos Ko project, Barangay Entreprenyur, Kakayahang Teknikal Tungo sa Magandang Kinabukasan, Project Kompyuter, and Project Pisara.
