The 14 amendment states that no state shall enforce laws that abridge the privileges or immunizes of citizens of the United States. This amendment, in simple terms, means no state can force citizens to do something if it goes against their privileges. This correlates to our policy because of the simple fact that we can't force any student to "go to therapy" we can only encourage it. To overcome this problem, and to motivate students to use these mental resources, we have to instill the fact that mental health specialists can help from a young age, preferably starting 1st or 2nd grade. We could encourage this, not enforce it, by conducting assemblies about how it's important to talk to someone if your sad, angry, or even having problems with other students.
