Cortland County Community Action Program, Inc. (CAPCO) is an agency in Cortland County that provides community-wide actions and programs to improve community conditions, promote dignity and self-resilience for community members, and engage a wide variety of sectors in the community. 

One of their programs, Cortland County Head Start offers extraordinary support to young children aged 3-5 from economically disadvantaged families. A combination of nutritious meals, social and emotional growth opportunities equip the children with tools for success in school as well their future endeavors. In addition, a thorough Community Assessment is performed by this program every 5 years - ensuring fair public services are provided within its geographic area.

• In 2021, CACTC conducted an extensive community needs assessment for CAPCO, to better understand and plan for the services that should be provided in their Head Start/Early Head Program using data.

• Additionally, CACTC consulted with community partners and experts in early childhood education to gain insights into best practices for serving children from birth through five years old.

• By leveraging their expertise in this field and drawing on data from multiple sources, CACTC was able to produce a comprehensive report outlining the needs of Cortland County’s Head Start/Early Head program.

• This report is now being used by CAPCO as a resource for ongoing program evaluation and planning for future initiatives.
