EXTERNALLY-FUNDED SCHOLARHIP PROGRAM (EFSP)
Application and selection for the Externally Funded or Government Funded Scholarship Programs are done by the issuing Government Unit and Private Sector.
GOVERNMENT-FUNDED Scholarship Programs
1. Tertiary Education Subsidy (TES)
One of the major components of the R.A. 10931 is the Tertiary Education Subsidy (TES) a grant-in-aid program of the government to support the cost of tertiary education of Filipino students who enroll in their first undergraduate-post-secondary program.
Eligibility
a. Must be a Filipino Citizen;
b. Must be enrolled in and qualified under the existing admission and retention requirements of SUCs, CHED-recognized LUCs, and private HEIs that are in the UniFAST Registry;
c. Must be enrolled in their first undergraduate post-secondary program.
Student Prioritization
Prioritization shall be given to students in the following orders, subject to availability of funds:
1) Ongoing ESGPPA beneficiaries enrolled in SUCs;
2) Continuing TES grantees;
3) Student enrolled in private HEI located in municipality or cities with no SUC or CHED recognized LUC provided that the students are residing in the municipality or city where the said private HEI is located;
4) Student who are part of households included in Listahanan 2.0, ranked according to their estimated per capita income; and
5) Student who are not part of Listahanan 2.0, but qualify when ranked according to the estimated per capita household income, based on submitted documentation of proof of income determined by the UniFAST Board.

2. Tulong Dunong Program - Tertiary Education Subsidy (TDP-TES)
Eligibility
Applicant must be a Filipino citizen with a combined household (parents/guardian) gross income which shall not exceed Four Hundred Thousand Pesos (Php400,000.00) and may be classified as one of the following:
a. New TDP-TES Grantee: must be enrolled in any first undergraduate degree in SUCs, CHED-Recognized LUCs, and Private HEIs that are in the CHED Registry of Programs and Institutions.
b. Ongoing Grantee: must be a TDP-TES beneficiary with a corresponding TES-TDP Award number and is currently enrolled in the present Academic year, in any SUCs, CHED-Recognized LUCs, and Private HEIs that are in the CHED Registry of Programs and Institutions.

3. Department of Science and Technology (DOST-SEI Undergraduate Scholarship Program)
The S&T Undergraduate Scholarships Program aims to stimulate and entice talented Filipino youths to pursue lifetime productive careers in science and technology and ensure a steady, adequate supply of qualified S&T human resources which can steer the country towards national progress.
Eligibility
a. A natural-Born Filipino citizen
b. Applicant’s economic status must not exceed the set values for DOST scholarship
c. Applicant must one of the 5% of the Non-STEM Strand senior High School graduating class or a member of the STEM Strand senior high school graduating class
d. A resident of the municipality for 4 years
e. Your health and moral character are in good status
f. The applicant must pass the science and Technology Examinations
The Junior Level Science Scholarship (JLSS) Program aims to: provide scholarships that will finance the education of talented and deserving students in their third year of college and who are pursuing degree programs in the areas of science and technology; and ensure a steady, adequate supply of qualified S&T human resources who can steer the country towards national progress.

4. Agricultural competitiveness Enhancement Fund Grant-in-Aid for Higher Education Program (ACEF-GIAHEP)
Eligibility
a. Filipino citizen
b. Graduating high school student; high school graduate; with earned units in college; or passer of Alternative Learning System/Philippine Educational Placement Test (ALS/PEPT)
c. Will enroll or currently enrolled in recognized programs in agriculture, forestry, fisheries, veterinary medicine education and related agricultural education programs offered by duly authorized Higher Education Institutions (HEIs)
d. Combined annual gross income of parents/guardians not to exceed Three Hundred Thousand Pesos (Php 300,000.00); In exceptional cases, where income exceeds Php 300,000.00, the ACEF ExeCom shall determine the merits of the application
e. Avail only one government funded financial assistance program

5. BFAR-Fisheries Scholarship Program (FSP)
Scholarship offered by BFAR to deserving students and also to children of small-scale fisherfolk who are interested to pursue four-year BS Fisheries course. Two scholarships are offered under FSP – Fisheries Industry Leaders Grant (FILG) and Fisherfolk Children Educational Grant (FCEG).
Eligibility
a. A natural born Filipino Citizen
b. A certified senior high school graduate or graduating senior high school student not more than 25 years of age
c. For FCEG: a child of a registered fisherfolk (FishR) having a General Weighted Average (GWA) not lower than 80%
For FILG: a certified honor student of his/her graduating class
d. Has not earned any units in college
e. Of good moral character
f. Parent or guardian has ben a resident of Region V for at least 6 months

6. CHED Student Financial Assistance Program (STUFAP)/CHED Scholarship Program (CSP)
Eligibility
a. Must be a Filipino citizen;
b. Must be a high school graduate, candidate for graduation, with earned units in college, passer of ALS/PEPT;
c. Must have a combined annual gross income of parents/guardian not to exceed Three Hundred Thousand Pesos (Php 300, 000.00);
d. Must avail of only one CHED Scholarship of financial assistance program; and
e. Must not be a graduate of any degree program.

7. CHED Tulong-Agri Program (TAP)
Eligibility
a. Filipino citizen.
b. Graduating high school student/high school graduate/with earned units in college; with general weighted average (GWA) of 75% or its equivalent; and who will enroll or currently enrolled in the areas of agriculture, fisheries, forestry, food technology, veterinary medicine education, and other related agricultural and fisheries education including the hybrid programs.
c. Combined annual gross income of parent/s or guardian which does not exceed Four Hundred Thousand Pesos (Php 400,00.00).

8. Scholarship Program for Coconut Farmers and their Families (CoScho)
OVERVIEW
Legal Bases: RA No. 11524, “The Coconut Farmers and Industry Trust Fund Act”
Implementing Guidelines: CHED-PCA Joint Memorandum Circular No. 1, s. 2023
Objectives:
The scholarship program aims to raise social equity of coconut farmers and ultimately alleviate poverty through the provision of quality education to coconut farmers and/or their dependents;
The scholarship program is ultimately expected to improve agricultural productivity and modernization in the coconut industry by raising the knowledge of coconut farmers and/or their dependents on scientific advances in agricultural technology and other related fields and motivate the younger generation to be engaged in the agriculture sector.
Coverage:
The scholarship program shall be accessible to qualified and deserving coconut farmers and/or their families duly registered under the National Coconut Farmers Registry System.
The program shall cover undergraduate students who will enroll or currently enrolled in agriculture, agricultural engineering, agribusiness management, agricultural economics and other courses identified by the PCA.
ELIGIBILITY REQUIREMENTS
Filipino citizen
Graduating high school student/high school graduate with a general weighted average grade (GWA) of 80% or its equivalent or college student with earned academic units relevant to the degree programs identified by PCA with a GWA of 80% the previous semester or its equivalent;
Pass the entry level requirements of identified State Universities and Colleges (SUCs);
Not be a recipient of any government-funded financial assistance program;
Duly registered coconut farmer in the NCFRS or his/her dependent;
Must have a combined annual gross income of parents not exceeding ₱300,000.00
DOCUMENTARY REQUIREMENTS
Birth Certificate issued by the Local Civil Registry or Philippine Statistics Authority (PSA)
Academic:
For senior high school students – duly certified copy of the grades for Grade 11 and first semester for Grade 12;
For senior high school graduates – form 138; and
For applicants with earned units or currently enrolled in college – duly Certified Copy of Grades for the latest semester/term attended.
PCA Certification, issued by PCA Regional Office (PCA-RO) to NCFRS registered coconut farmers/farmworkers upon the endorsement of the PCA Provicial Office and/or Local Coconut Industry Development Councils (LCIDCs), small coconut farmers organizations, federations, and cooperatives. Note: Only one family member shall be allowed to apply for the scholarship;
Certificate of Good Moral Character from the last school attended;
Proof of income – any of the following:
Latest Income Tax Return (ITR) of applicant and/spouse/parents/guardians if imployed;
Certificate of Tax Exemption from the Bureau of Internal Revenue (BIR);
Certificate of No Income from BIR;
Certificate of Indigency from their Barangay; or
Certificate/Case Study from Department of Social Welfare and Development (DSWD)
Notice of admission from the HEI with collegiate degree offerings;
Proof that the student applicant belonged to special group/s (if applicable); and
Original Barangay Certification that parents/guardians and siblings had never attended college/university (if applicable).

9. DA ATI - EAsY AGRI Scholarship Program
The ATI Scholarship Program Educational Assistance for the Youth (EAsY Agri) is now open for application.
The scholarship program are for incoming freshmen students who will be enrolling to the Bachelor's Degree courses in agriculture and fisheries including Agriculture Biosystem Engineer (ABE), environmental science, forestry and natural resources and all agriculture-related field.
General Criteria of Eligibility:
1. Must be a Filipino citizen, a son or daughter of a farmer/fisherfolk, with annual gross income of not more than Php 100,000.00;
2. Must not be more than 30 years old at the time of application to the program;
3. Must be a high school graduate who is willing to pursue a college degree in agriculture, fisheries or any agri-related course as mentioned in the EAsY Agri guideline;
4. Must be physically and mentally fit; and
5. Must pass the entrance/qualifying examination prescribed by the school and must pass the exam and interview to be conducted by the ATI;
6. The applicant must not have been a delinquent scholar of any previous scholarship program;
7. Must not have been found guilty of any crime involving moral turpitude at the time of application, or found guilty in any administrative case.

10. OWWA Scholarship for Dependents
Education for Development Scholarship Program (EDSP)
A scholarship grant to qualified dependents of OFWs consisting of a maximum of Php 60,000.00 per school year until the completion of baccalaureate course (4-5 years). For incoming freshmen, the selection of scholars is determined through the DOST national examinations. Only the top 400 passers are considered for entry as freshmen; 600 slots are for those who are already enrolled in college.
Who are Qualified?
A child of an active OWWA member or a sibling of a single active OWWA member who is:
Incoming Senior High School (Grade 12)
must have at least 80% General Weighted Average (GWA) without failing grades upon application
passed the qualifying examination to be conducted by DOST and belongs to the top 400 passers nationwide
Incoming Freshmen (1st year college)
Single
Grade 11 graduate (Incoming Grade 12 / currently enrolled as Grade 12)
Not more than 21 years old
With a General Weighted Average (GWA) of 80% or higher. If required GWA is not yet available at the time of filing of application, the academic performance of the applicant in the two consecutive preceding school year shall be used as basis for evaluation
Belonging to the top 400 qualifiers of the Department of Science and Technology national qualifying exam
For those who are already enrolled in 2nd year to 5th year in college
Not more than 30 years old
With a GWA not lower than B letter grade or 85% equivalence in all academic and non-academic subjects during the last school year attended in full load

OFW Dependent Scholarship Program (ODSP)
A scholarship program that offers financial assistance amounting to Php 20,000.00 per school year to qualified dependents of OFWs who receive a monthly salary of not more than US $600.00, and who shall enroll, are currently enrolled or have been enrolled in any four-year or five-year baccalaureate course or associate course in any college or university.
A child of an active OWWA member or a sibling of a single active OWWA member who is:
Incoming Freshmen (1st year college)

Grade 11 graduate (Incoming Grade 12 / currently enrolled as Grade 12)
Not more than 21 years old
With a passing grade

Education and Livelihood Assistance Program for the Dependents of Deceased OFW Members (ELAP)
A program designed for survivors of deceased OFWs who were active OWWA members at the time of death and families of OFWs who are
incarcerated/convicted and meted out the death penalty in foreign countries. It is intended to provide, aside from financial assistance for the continuing education of a qualified dependent, a livelihood activity of surviving members of the family to augment family income.
Livelihood Assistance- Php 15,00.00
Educational Assistance- intended for deceased OFW with school-age qualified dependent. The eldest or the first born shall be the qualified dependent, in cases where the eldest/first born is not qualified or able the next born child shall be elected. The assistance covers education assistance from primary (Kindergarten)- Php 5,000.00, secondary- Php 8,000.00 and tertiary- Php 10,000.00 education.

11. Camarines Norte Provincial Government College Education Assistance Program (CN-PGCEAP)
Eligibility
a. Priority beneficiaries: student from low-income family
a) graduate of High School with Highest Honor
b) graduates as Valedictorian in previous years but haven’t enrolled or finished college
c) champion/first placer – individual academic contest or individual sports competition in Regional, National or International level
d) person with disability or children of PWD that is financially constrained

c. Graduate from high School under the old curriculum but not yet studied college
d. Presently a college student or taking up a ladderized course
e. College drop-out because of financial problem or other valid reasons
f. Passers in ALS National Accreditation & Equivalency (A & E) Test

h. Child of Solo Parent or the applicant is a Single Parent as certified by the Barangay Captain
i. Indigenous People as certified by the NCIP
j. Child Laborer as certified by the Barangay Captain or World Vision

12. LGU Scholarship
Eligibility
a. A resident of the Municipality of Daet
b. The parent or guardian is a registered voter in the municipality
c. For high school graduate with at least 80% average with no failing grade in any subject
d. For college level or college under graduate, must have weighted average of at least 2.5 in the last semester in college and has not yet completed a tertiary course
e. Has passed the entrance examination in the State College or private college where he or she intends to enroll on;
f. The combined gross annual income of parents/ guardian must not be more than the latest poverty threshold;
g. With good moral character and without any derogatory record;
h. Does not have any scholarship or study grant.
