It appears that you did not go through the payment process with PayPal. Your registration/payment for an event (training/conference etc.) is incomplete.
If you are now ready to go through the payment process again, go to
this page if you have the INVOICE ID from registration,

and follow the instructions there.
** If you are brought back here while trying to go through the payment process with the link (1) above, one likely reason is that the 'Paypal Invoice' you input in the form belongs to one that had been paid (e.g. a typo, or you used what the browser prompted you, i.e. an old one from before, or if you are trying to pay for someone using the 'Paypal Invoice' of your own registration entry).
