Working Without Internet Service

Connect the chromebook to the Internet and login.
Install the "Google Docs Offline" extension.
Go to Google Drive settings.
Check the box for "Create, open and edit your recent Google Docs, Sheets, and Slides files on this device while offline".
Click the blue "DONE" button to save the change.
