Your Cabell County Public Library card gives you access to hundreds of thousands of library materials, both physical and digital. Anyone can apply and your card can be used at any public library facility in Cabell, Lincoln, Logan, Mingo, Putnam, and Wayne counties in the state of West Virginia. At the Cabell County Public Library, our mission is to enrich the lives of our patrons by providing access to educational and informational materials, community resources, and diverse entertainment options. We offer a wide selection of fiction and non-fiction books, comics, movies, music, and more in both physical and digital formats to serve our community’s needs.
To ensure accessibility for all, we also offer specialized programs for homebound and print-disabled patrons, including:
Books on Wheels is an outreach and extension service designed for individuals who face mobility challenges due to age or disability. Through this program, our outreach team organizes monthly deliveries, ensuring patrons have access to library materials they might not otherwise be able to obtain.

The Talking Books Library is part of a nationwide network serving individuals who have difficulty reading or using standard print materials. Through this program, patrons can borrow books and magazines in Braille, along with compatible playback equipment, provided by the National Library Service for the Blind and Print Disabled (NLS) and the Library of Congress. All materials are sent and returned via postage-free mail.
The Cabell County Public Library is one of three certified network or sub-regional libraries in West Virginia affiliated with the NLS, the Library of Congress, and the West Virginia Library Commission Special Services. We proudly provide this service to individuals with special needs in Cabell, Wayne, Mason, Mingo, and Putnam counties.
