Safe Operating Guidelines
SAFE OPERATING GUIDELINES - The Safe Operating Guidelines (SOG) Program is essential and required to operate any piece of mobile equipment. This program gives the employees the basic safety requirements necessary to operate, whether new or experienced operators. The program also allows a competent instructor/operator to verify that the employee they designate as an operator understands the safety-related details of the equipment and can demonstrate safe operation of the controls before they can be issued a BHI Operator Card. An employee, new or experienced, MUST complete the following things before operating equipment.
All SOG questions and concerns can be communicated in the Google Space. Click on the link and join the conversation.
General Safety Rules
Three points of contact shall be maintained climbing fixed, portable or equipment access ladders. Handholds and footholds shall be used when mounting and dismounting machines. Never mount or dismount moving equipment.
No person is permitted to operate any equipment and/or perform any assigned task until the proper task training has been completed.
Operation of Equipment Rules
Only authorized or qualified persons with current task training shall operate equipment (See GOM 360-6 Training and Learning Standards).
Before operation, all self-propelled mobile equipment requires a walk-around inspection and the proper documentation completed. Any defects that affect safety shall be repaired immediately.
Company and or leased equipment shall be operated in a courteous manner and with regard to the safety of personnel and property.
All personnel operating equipment or riding in BHI vehicles shall wear seat belts.
Observe and adhere to all warning signs when operating equipment or vehicles.
When operating equipment or working near energized overhead power lines, ensure adequate clearance and distance is maintained.
Equipment operators shall ground all hydraulics prior to exiting the equipment unless properly blocked or locked in place.
Keep cabs, windshields, and lights clean and clear of obstructions.
Operators of vehicles and mobile equipment shall not cross over any electric power cables or cords unless cables or cords are protected by a proper crossing device.
Never mount, dismount or get under a piece of equipment that is in operation.
Read through the equipment manual prior to operating and ensure a manual is always with the machine.
Cover all contents of the SOG with the instructor/operator assigning the equipment.
Complete a written exam for the intended equipment and pass with a 70% or higher. All missed questions will be covered to ensure employees understand the correct answer.
Complete a practical observation where the instructor verifies that the employee knows how to do a complete pre-shift inspection and that the employee demonstrates safe operation of the controls, including driving.
Once this has been completed, and the tests sent in and graded an operator card will then be issued electronically and a physical card will be sent out immediately.
Supervisors and operators can better plan by identifying which employees may be running certain pieces of equipment for upcoming jobs and start having them review the manual and understand the pre-shift inspection ahead of time. When a new operator is hired on it would be beneficial for an SOG packet to be given to them during the on-boarding process, including the owner's manual for the equipment they will be running. They can then complete the rest of the requirement on their first day at location. Safety is the primary focus of this program, and it MUST be completed prior to operating equipment. It must be renewed upon request, to meet new job requirements or if it has been over a year since the last time they have operated that specific piece of equipment. Forklift and Mobile Elevated Work Platforms must be done annually.
Equipment Safe Operating Guidelines (SOGs)
Step 1
The instructor or the trainee must print out or download the fillable PDF in preparation of completing the task training. This is the only form that need to be signed, which can be done manually or digitally. To access the form of the desired equipment, simply select the blue button that says the equipment name and "Print Out." Download or print the form as necessary.
Step 2:
The trainee must open the SOG form using their BHI account. The form collects email address and ties the required quiz and inspection to their account. It has multiple sections including instructions and identifying information; the quiz (which is automatically graded once the trainee hits submit); the equipment inspection and acknowledgement that the trainee has read the equipment manual, was observed conducting an inspection of the equipment, and was observed driving/operating the equipment; and the final section where the trainee can upload an image or PDF of the SOG signed by both the trainee and the instructor/operator.
Remember that anytime you break ground, the Utility Damage Prevention training must be taken. This training can be found here.

Equipment Training (Instructor Led Training)
T he following courses are instructor led, This means you must schedule an in person class with one of the listed instructors in order to complete the training and operate this equipment. If you wish to become an authorized instructor in your region, you must contact the Director of EHS for approval and to schedule the training. If documentation is not submitted by any of the named instructors, the employees will not be cleared to operate. This course requires a PowerPoint presentation and 350-Safety Training Roster, along with the SOG requirements.
Instructors are listed under the equipment they can train on.
