SAFETY, EMERGENCY DRILLs, & EVACUATION INFORMATION

ALICE Safety Protocol

Ocean Crest Elementary School and the Bandon School District have adopted the ALICE safety protocol. ALICE is a proactive plan for unexpected safety issues at school and is adapted to consider student age and ability. Students and staff are trained at the beginning of each school year.

One proactive measure taken with the Ocean Crest facility is the installation of a buzz-in system at our main entry. All visitors must press a button and be “buzzed in” to gain entry to our building. The doors at Ocean Crest will remain locked throughout the school day, with the exception of the north doors during recess times to allow access for students.

Lockdown/Intruder Alert

In the event of a serious threat by an armed intruder or other potentially “dangerous someone”, we will follow basic ALICE Protocol:

Alert

Lockdown

Inform

Counter

Evacuate

ALICE is not a linear process, but rather a range of options for staff and students to use in a crisis situation. Parent Information Nights are available prior to the student training for any parents interested in more information. Materials for presenting information to students will be provided to each classroom.

Earthquake

TAKE ACTION AT THE FIRST INDICATION OF GROUND SHAKING

Following the teacher’s command, students should:

  1. Immediately take cover under desks or tables and TURN AWAY from windows and bookshelves.

  2. Be silent and listen to instructions.

  3. Remain in a sheltered position for at least 60 seconds.

  4. Evacuate the classroom (with teachers carrying emergency information), meet in the BHS football field or other designated meeting area, and wait for further directions.

IN CASE OF FIRE

A minimum of one fire drill will be conducted monthly.

Procedure: Upon the sounding of the fire alarm, teachers are required to:

  1. Immediately direct all students to exit the building in an orderly fashion. Use the evacuation route posted in the room.

  2. Close windows, turn off lights, and close the doors.

  3. Escort class to designated spot and take roll. Report your attendance to the principal using green (all here)/red (someone missing) signs.

  4. Upon the “all clear” signal, escort students directly back to class and check roll.

Throughout the course of the school year, drills will become more challenging. At Ocean Crest, we gradually increase the challenge of our drills by moving from “date and time” scheduled drills to “date only” scheduled drills to “week only” scheduled drills to no given schedule for the monthly drill. We also introduce roadblocks for exit, encouraging staff and students to make responsible choices in the moment.

Hostage Situations

Even though each situation will likely be unique and must be handled on its own, the main objective in hostage situations is to ensure the safety of students, staff, and visitors to the building. It is likely prudent to comply with the requests of those making demands of those in the building. However, when it becomes possible, local law enforcement officials should be contacted for assistance.

BOMB THREATS

  1. Upon receipt of official information that a state of emergency exists, the superintendent or his authorized representative will notify the building principals.

  • All calls will be verified by standard callback procedures.

  1. Staff will be notified that a bomb threat has been received; students and staff will be instructed to vacate the building. Students should take their hats and coats with them if this can be done quickly and without undue confusion and if weather conditions dictate their need.

  2. Teachers and students will assemble in their designated meeting place as if for a fire drill. No one should re-enter the building until given the “All Clear” sign or further directions from the principal, police, fire department, or others in charge.

  3. After the building has been thoroughly inspected for explosives, students and staff will be instructed as to what procedures to follow.

5. During inclement weather, alternative housing will be sought for students

while the building is being cleared for reoccupation.

DURING SEVERE WINDS, STORMS OR TSUNAMI SITUATIONS

  1. No child will be released from school staff supervision until the availability of parental or designated care is verified by the school staff. Students who are uncertain as to their final destination will be retained at the school building until their final dismissal/departure procedures have been determined. Each teacher shall instruct his/her students to go immediately to their homes; students will be transported by bus if that is their usual mode of transportation. Students who walk will be dismissed unless conditions are such that it is not advisable to dismiss them; other students will be released to their parents or other adults.

  1. After all students have been safely cared for, the principal will dismiss the staff, secure the building and proceed home.

  1. If extreme earthquake or wind conditions develop and students cannot be taken home in a safe manner, students will be kept at school and sheltered on the premises. They will be sheltered in either their own building or in the district cafeteria/gym complex. Parents desiring to do so may come to the school to get their child.

  1. It has been determined that during tsunami conditions, the safest place for students is in the district cafeteria/gym; unless the school district has been given adequate notice to allow students to be taken home safely, students will stay at the school.
