Universal Preschool is an umbrella term that encompasses California's mixed delivery system, consisting of the California State Preschool Program (CSPP), TK at the California Department of Education, as well as Head Start, district and local community-based preschool programs, early learning services for students with disabilities, private pay preschool, and expanded learning options to support access to a full day of services.
California is also expanding the CSPP and other state-subsidized programs that offer a preschool learning experience.
Transitional kindergarten is part of Universal Preschool and will be universally available and free of cost to all four-year old children in California.

California's Expanded Learning programs are an integral part of young people's education, engaging them in year-round learning opportunities that prepare them for college, career, and life. ACOE operates The Region 4 System of Support for Expanded Learning, which provides training, coaching, mentoring, resource brokering and ongoing support for expanded learning grantees throughout Region 4 counties.
