In 2004, the SDBOR wanted to establish guidelines to review online courses, so the EUC evaluated processes at each institution
In 2005, the EUC established the "Distance Education Course Readiness Review Instrument" to assure common review process
This process had limitations, did not address certain areas of online pedagogy, and overall was not a thorough evaluation tool
In 2006, the EUC reviewed the Quality Matters Inter-institutional Quality Assurance in Online Learning (QM) process
In March, 2006, instructional designers, eLearning coordinators and distance education deans participated in QM-led training
EUC recommended adoption of the QM Rubric, outlined a QA process and sent proposal to BOR
In mid-2006 the SDBOR approved QA process with QM Rubric developed through the FIPSE Grant
As of 2008, the EUC continues to use a revised QA process/rubric based on the QM process/rubric
