Here's a handy checklist for the ranks leading up to Eagle.

The troop has also prepared an advancement guidance document that should help describe and clarify some of the advancement requirements.

Rank advancement records are emailed to scouts and parents semi-regularly.

The troop tracks advancements using Troopmaster software. The troop registrar gets information into Troopmaster by looking at (high resolution, well lit) photographs of the relevant signature pages of the scout book, and the physical Blue Cards for merit badges. You can interact directly with the registrar, or go through the scoutmaster. Books tend to get photographed at troop meetings in the weeks leading up to a Court of Honor.

It comes down to this:

1. If it's not signed off in the scout book by the scoutmaster or an assistant scoutmaster or (in some cases) SPL, it effectively didn't happen.
2. If the troop registrar never got a photo of that page of the scout book, then it's not in the Troopmaster database, and effectively never happened.
3. For merit badges, if the blue card never got to the troop registrar, it effectively never happened.
4. Blue cards come apart into 3 pieces (one for the troop, one for the counselor, one for you) - always keep that 3rd piece for yourself in case of clerical error on the troop's part.
