Measurable Skills Gain Completion by EFL
Only NRS participants who made an MSG (measurable skill gain) are returned. Students must have a current FY PoP to be an NRS Participant. Participants are placed on the dashboard by current FY entry level.
MSGs are made in the current FY and include:
Post test in any subject area that results in an EFL gain, including an EFL gain from a moved forward assessment
EFL gain from Carnegie Credits (applicable only in clients that allow Carnegie Credits for level gain)
EFL gain by NEDP Assessment Phase Entry Date (applicable only in clients that offer NEDP)
Attainment of a secondary school diploma, indicated by either passing scores entered at the student assessment tab or a Diploma/Credential record
Enrollment in Postsecondary Education or Training where enroll date is in the current FY
Attainment of an IETP and Workplace Literacy MSG
% - Negotiated Target
The target negotiated between the state DOE and the NRS. (Please refer to your state assessment policy.) The negotiated target percentage displays above the blue and green EFL bars. For example, in the screenshot above, the state negotiated target for MSGs by entry level ABE 1 is 46%.
State directors must contact tech support to update this target if it changes from one FY to the next.
The target will be 0 when a negotiated target has not been set.
% Level Gain – My Agency (blue bar)
The percentage of current FY NRS participants by entry level who made an MSG.
Click the blue bar to drill down to the list of students who make up this percentage.
Because this is a percentage, the number of students on the grid is not the same as the number on the dashboard. In the screenshot above, the percentage of NRS participants at entry level ABE L1 in their tracked subject area who made an MSG is 40. That is 40% - NOT 40 students. The percentage is calculated from the total number of NRS participants whose FY entry level is ABE L1. For illustration purposes only based on the screenshot above, there were 5 NRS participants whose entry level was ABE L1. Of those 5 students, 2 of them made an MSG. 2 divided by 5 = 40%.
% Level Gain - State Average (green bar)
The average MSG percentage gain for the entire state. This allows you to see how your agency compares with the state average.
Independent agencies that are not part of an ABE state client may ignore bars that reference "state."

Only NRS participants who made an EFL (educational functioning level) MSG by post-testing in any subject area are returned. Students must have a current FY PoP to be an NRS Participant. Participants are placed on the dashboard by current FY entry level.

In the screenshot above, the percentage of NRS participants at entry level ABE L1 in their tracked subject area who made a level gain by post-testing in any subject area is 33. That is 33% - NOT 33 students. The percentage is calculated from the total number of NRS participants whose FY entry level is ABE L1. For illustration purposes only based on the screenshot above, there were 9 NRS participants whose entry level was ABE L1. Of those 9 students, 3 of them made a level gain by post-testing in any subject area. 3 divided by 9 = 33%.

The average EFL MSG percentage gain for the entire state. This allows you to see how your agency compares with the state average.

Post Test Eligible by EFL
State clients or independent agencies may set an overall post test target for this dashboard to calculate "# students required to be post tested to meet state target". To see the target set by your state or independent agency, select Agency Settings from your Profile menu, then select the Detail panel to open. The overall post test target is set on the row "KpiPostTestedTarget".
State or independent agency directors must contact LPS tech support to update this target if it changes from one FY to the next.
The black bar only populates if an overall post test target has been set.

To see the minimum number of instruction hours before post test set by your state or independent agency, select Agency Settings from your Profile menu, then select the Detail panel to open. The minimum number of hours for each assessment are set on the rows "KpiPostTestMinHours[assessment instrument].
Eligible for post test (blue bar)
Students by entry level who have been pre-tested in any subject area, and have earned enough instruction hours by assessment instrument to be post tested, AND
Students who have been post tested with no level gain, and have earned enough instruction hours by assessment instrument to be post tested again, AND
Students with moved forward assessments with enough instruction hours after the Assessed Date to be post-test eligible in the current FY, even though all of the hours may not have been earned in the current FY.

Post test eligible students who have been post tested in one subject area but are still eligible to be post tested in another subject area will continue to be included on this bar until they are post tested in all subject areas .

Number of students by entry level level who are eligible to be post tested. Only students who have not been post tested in any subject area are calculated on this bar.

The black bar only populates if an overall post test target has been set.
For illustration purposes only based on the screenshot above, 57 current FY students have the entry level ABE L2. To meet the post test target of 48%, 27 students must be post tested. This number decreases as students are post tested.
Post Test Eligible by EFL Within [X] Instructional Hours
User may set a specified number of hours to return students who are within those hours for post test eligibility. Click the gear icon to enter or edit the instructional hours field, then click Save. Students are placed on the dashboard by current FY entry level.
To see the minimum number of instruction hours before post test set by your state or independent agency, select Agency Settings from your Profile menu, then select the Detail panel to open. The minimum number of hours for each assessment are set on the "KpiPostTestMinHours[assessment instrument]" rows.
Eligible for post test within X hours (blue bar)
Students who have been pre-tested and are within a specific number of hours by assessment in their tracked subject area to be post tested.
For example, if your state or independent agency uses the TABE assessment, check your agency settings for KpiPostTestMinHoursTABE1 (ABE L1 - ABE L4) and KpiPostTestMinHoursTABE2 (ABE 5 and ABE 6). For illustration purposes only, if your TABE1 KPI is set for 40, students who tested with TABE at levels between ABE L1 and ABE L4 need 40 instruction hours to be eligible for post-testing. Students who have 30 – 39 instructional hours will display when the parameter is set for "Within 10 instructional hours" since they are within 10 instruction hours of 40 needed to be post test eligible. Students who already have 40 or more instruction hours will not be returned.
Students with moved forward assessments within X hours after the Date Assessed may also be within the specified number of hours for post test, even though all of the hours may not have been earned in the current FY.

NOTE: This dashboard only returns students within X hours for post test eligibility in their tracked subject area. Students who already have enough hours for post-testing in their tracked subject area but are also within X hours of post test eligibility in a different subject area will not be returned.
For example:
Student is assessed with BEST Literacy at ESL L5. The student's entry level is ESL L5, populated by the tracked assessment.
Student already has enough hours to be post tested with BEST Literacy. The student will be returned on the Post Test Eligible by EFL dashboard.
The student is also tested with a TABE / Reading at ABE L1.
Student earns 20 hours after the TABE assessment.
The dashboard is set for "Within 20 hours."
The student will NOT be returned on this dashboard, even though the student is within 20 hours of being post test eligible for the TABE. This dashboard only returns students within X hours for post test eligibility in the tracked subject area.

Students who have been post tested with no level gain and are within a specific number of hours by assessment in their tracked subject area to be post tested.

Post Test Percentage Rate by EFL Current FY
This dashboard displays the overall post test target set by your state or independent agency and the percentage of the target that has been met to date in the current FY. Only NRS participants are returned. Students must have a current FY PoP to be an NRS Participant. Participants are placed on the dashboard by current FY entry level.
Students with entry level ABE L6 are omitted from the dashboard.
Remember that you can also see the target set by your state or agency by selecting Agency Settings from your Profile menu, then selecting the Detail panel to open. The overall post test target is set on the row "KpiPostTestedTarget".
Overall Post Test Rate – My Agency [X] %
The percentage of NRS participants who have been post tested in any subject area. The percentage is calculated from the number of current FY NRS Participants who have been post tested in any subject area in the current FY, divided by the number of NRS participants. Entry level ABE L6 is omitted from the calculation. To verify the percentage:
Apply the NRS Participants filter and select to replace.
Search Entry Level for "Does Not Contain" ABE L6. Take note of this number.
Run the Assessment Diagnostic Search for the current FY on the selection of NRS Participants from #2.
Look at the number on the row "Students post tested in at least one subject area in any PoP".
Divide the number of "Students post tested in at least one subject area in any PoP" by the number of NRS Participants (omit ABE L6). This is the percentage that displays on the dashboard.
State Post Test Rate
The post test target set by your state.
This populates only if a State Post Test Rate has been set.
% Students Post Tested – My Agency (blue bar)
The percentage of NRS Participants in your agency by EFL who have been post tested.

Because this is a percentage, the number of students on the grid is not the same as the number on the dashboard. In the screenshot above, the percentage of NRS participants at entry level ESL L3 in their tracked subject who were post tested in any subject area is 73. That is 73% - NOT 73 students. The percentage is calculated from the total number of NRS participants whose FY entry level is ESL L3. For illustration purposes only based on the screenshot above, there were 11 NRS participants whose entry level was ESL L3. Of those 11 students, 8 of them were post tested in any subject area. 8 divided by 11 = 73%.
% Students Post Tested – State Average (green bar)
Displays the average posttest percentage for a particular level for the entire state. This allows you to see how your agency compares with the state average.

Post Test Percentage Rate by EFL Past Two Fiscal Years
This dashboard displays the overall post test target set by your state or independent agency and the average percentage of the target that has been met to date in the current FY compared to the previous FY. This dashboard returns the same percentages for students post tested in the current FY as the "Post Test Percentage Rate by EFL Current FY" with the previous FY averages.
Average Post Test Rate – Current FY [X] %
The percentage of current FY NRS participants who have been post tested in any subject area. The percentage is calculated from the number of current FY NRS Participants who have been post tested in any subject area in the current FY, divided by the number of NRS participants. Entry level ABE L6 is omitted from the calculation.
Average Post Test Rate – Previous FY [X] %
The percentage of previous FY NRS participants who were post tested in any subject area.
% Students Post Tested Current FY (blue bar)
The percentage of NRS Participants in your agency by EFL who have been post tested. Note that this percentage is the same as the "Overall Post Test Rate – My Agency" in the dashboard "Post Test Percentage Rate by EFL Current FY."

The percentage of students post tested in the previous FY.

Post Test Percentage Rate Over the Past Two Fiscal Years
The percentages from the "Post Test Percentage Rate by EFL Past Two Fiscal Years" dashboard for your agency compared to the state display on this dashboard and allows you to drill down to all of the students that make up the percentage in your agency in the current FY (blue bar), regardless of entry EFL.
Students Post Tested Percentage - Early vs Within Rec Hours
This dashboard displays the percentage of students post tested before earning the minimum number of instruction hours, and the percentage of students post tested after earning the minimum number of instruction hours.
To see the minimum number of instruction hours before post test set by your state or independent agency, select Agency Settings from your Profile menu, then select the Detail panel to open. The minimum number of hours for each assessment are set on the "KpiPostTestMinHours[assessment instrument]" rows.
Early Post Tested
The percentage of current FY students who were post tested in any subject area prior to earning the minimum number of hours for post testing by instrument.

The percentage of current FY students who were post tested in any subject area after earning the minimum number of hours for post testing by instrument.
