Non-residential development in the City should respect the natural topography and environment, and be designed to create memorable places that will contribute to the small-town character of the community. Residents and visitors should immediately identify Rockwall as a place in which they want to shop, invest, work and conduct business.

An implementation plan is the process of transitioning from the act of planning to application. To do this, the OURHometown Vision 2040 Comprehensive Plan used the goals and policies established in each section of the document to draft implementation strategies, which are the necessary steps to implementing the community's vision. Below is a list of the implementation strategies for this section. The timelines associated with these implementation strategies are intended to guide staff's progress, and create a system of accountability that will lead to measurable successes for the community.
