Procedures for MTSS Documentation

Tier 1


Core Instruction is delivered to all students and classroom student data is monitored regularly by the classroom teacher. School-wide Tier 1 data is then reviewed by the designated School-based Core Team three times per year


All students in Tier 1 receive high-quality, research-based instruction, differentiated to meet their needs, and are screened on a periodic basis to identify struggling learners who need additional support.

Procedures:

  1. Review Tier 1 data (accessed through EDIS)

  2. Are 80% or more students meeting grade-level standards with core instruction?

YES NO

Continue to step #3 Put into place classwide intervention.

Monitor class progress and review data.

Update intervention as needed. Return to step# 1

after intervention implementation.


  1. Complete Tier 1 Data Review Form and continue to Tier 2 with students of concern.


  • In rare circumstances, students may be moved to Tier 2 when 80% of the class is not meeting grade level standards. Examples include:

    • Student's score is much lower (significantly discrepant) from classroom peers.

    • Student is placed in an intervention classroom with other struggling peers.

Tier 2

Problem-solving takes place within grade level and/or department-based teams. This is sometimes referred to as child talk. Instruction is delivered in a small group setting. In some cases this may be 1:1.


Progress monitoring for tier 2 interventions should be completed by the classroom teacher(s) within grade level and/or department-based teams.


Tier 2 intervention expands instruction for students who are failing to make adequate progress with Tier 1 classroom lessons and strategies. The additional instruction is personalized to the student's needs and must improve upon, and/or extend the classroom lessons. If a student requires tier 2 instruction, the following steps should be taken by the classroom teacher


Procedures:

  1. Create Tier 2 Interventions in EDIS

    • Refer to the Intervention Quick Guide or the Intervention Video for steps to create interventions in EDIS. Using a Problem-Solving Form at this stage may be helpful. Attach students and Custom Assessment data to track intervention (use existing district custom assessments or create your own if they do not meet your needs) - See Creating Custom Assessments Quick Guide for steps to create your own.

    • The teacher’s MTSS data story also includes links to commonly used interventions for CCPS students as well as additional progress monitoring probes and resource.

  2. Review student progress every 8-12 weeks. Are 80% of students in this intervention meeting or on-track to meet grade level standards?

YES

Continue intervention for students who are responding positively as long as needed. For students who are not on-track, evaluate the fidelity of the intervention for the specific student(s). Is the student attending regularly? Are other factors getting in the way of intervention implementation? (e.g. focus, behaviors, etc...). Was the correct skill targeted for intervention? Revisit the initial hypothesis. Adjust intervention and/or reduce barriers to intervention fidelity. Continue to Step #3.


NO


Review intervention fidelity. Revisit initial hypothesis for why the problem is occurring. Refer to the Clarifying Questions Resource Document for additional guiding questions. Adjust, change intervention, and/or reduce barriers to intervention fidelity. Return to Step #2.

  1. If a student continues to struggle despite Tier 2 interventions, contact the school MTSS facilitator to schedule a Tier 3 Teacher Support Team (TST) Meeting.

Tier 3

Problem-solving takes place within Teacher Support Teams (TST). Instruction is delivered in a small group (no more than 3:1) or 1:1 setting.


Progress monitoring for tier 3 interventions should be completed by the classroom teacher(s) and/or intervention provider.


Tier 3 intervention expands instruction for students who are failing to make adequate progress with Tier 1 classroom lessons and strategies as well as Tier 2 supplemental interventions. In addition to Tier 1 core curriculum and Tier 2 supplemental interventions, students at the Tier 3 level are provided with additional, more individualized intensive interventions. If a student requires tier 3 intervention, the following steps should be taken.

Procedures:


TST MEETING STEPS

  • TST Coordinator will invite parents to a TST meeting.

  • Classroom teacher should be prepared to describe the Tier 1 and 2 interventions that have been implemented and describe the student's data and response to those interventions. Have progress monitoring data updated and readily available to share.

  • During the meeting the TST will engage in problem-solving to develop/adjust appropriate Tier 2 & 3 Interventions. Interventions should be documented in EDIS (Intervention Quick Guide).

  • TST will determine the need for a follow-up meeting.


POST-TST MEETING STEPS:

  • Implement Tier 2 and 3 interventions as planned. (Meeting notes can be accessed through the student profile under the FORMS tab - Teacher Support Team (TST) Meeting Notes (Form #5)

  • Continue to collect and input Custom Assessment Data into EDIS
