WSD Educational Services Reopening Schools Plan

A Reopening Schools Advisory group was created and charged with assessing the potential challenges posed by the coronavirus pandemic in order to make recommendations for the safe return of Westminster School District students and employees this fall. The group convened in early June and included a diverse group of 70 partners representing all facets of the district, including parents, teachers, district and school personnel, and the Westminster Board of Trustees.

Because of the possible far-reaching impacts of the pandemic, an interdisciplinary approach drawing on expertise from across the district was essential. Members of the advisory group represented student health, academics, special education, technology, child care, before and after school programs, human resources, administrative services, operations, assessment and accountability.

The larger group broke into smaller task force teams where more voices could be heard and more ideas could be considered and vetted for all possible scenarios for a safe return to school for our students, our families and our staff. With each team's top scenarios voted on, they recommended their top ideas and shared key insights with district leadership.

Guiding Principles for Reopening

WSD Educational Services identified five principles to guide planning efforts for reopening schools:

  1. Ensure safe and healthy learning and working environments for students and staff.

  2. Allow families to choose their child’s instructional model, offering four options:

  • Full-time online virtual instruction for the year or until in-person instruction is available; or

  • In-person instruction with enhanced health and safety measure, based on guidance from state and local governing authorities; or

  • Hybrid instruction, where half of the student population attend school, while the rest complete online virtual learning. Both groups switch at some point during the day or week. Everyone attends online virtual learning on Mondays, while teachers plan and attend professional development; or

  • Independent Study instruction, where teachers provide district-adopted curriculum and assessments to students in a flexible and individualized way. Students and parents take responsibility for their own learning, with guidance and support from a WSD teacher.

  1. Ensure all students receive instruction that meets state and federal standards and have the necessary supports for success, including:

  • Access to technology and connectivity;

  • Social-emotional wellness and health supports; and

  • Additional supports to meet needs of special populations.

  1. Provide training, time, support, and flexibility necessary for staff to prepare for successful reopening and to pivot instructional models during the 2020-21 school year.

  2. Provide proactive, clear communication (with translations) to all families and staff.

The Westminster School District remains committed to the safety, health, and wellbeing of our students, staff and families and to providing educational excellence for our students, and a safe return to an in-person or traditional school program as soon as it is allowable by state and local officials. The challenges presented by the COVID-19 pandemic remind us, each day, of the importance of this collective commitment. This website memorializes the ongoing planning process for the 2020-21 school year. It includes some items that are pending, still in development, and/or being discussed in negotiations with bargaining groups.
