The mission of Wilmington Public Schools English language Education (ELE) Program is to enable multilingual learners to develop the advanced social and academic English language skills necessary to succeed in school and become active, involved members and leaders in the community.

Wilmington is committed to equity for all learners and provides instruction that honors and draws upon the cultural and linguistic assets of students and families. We are proud to be a multilingual community of learners who speak over thirty-five home languages. 

Wilmington's English Language Education (ELE) program model is Sheltered English Immersion (SEI) for multilingual learners in grades PreK-12. SEI has two components; direct English language instruction, provided by licensed ESL teachers, and sheltered content area instruction, provided by general education teachers with SEI- endorsed licensure. Through shared responsibility and collaboration, educators provide quality, researched-based instruction for students at all levels of English language proficiency
