Wilmington's English Language Education (ELE) program model is Sheltered English Immersion (SEI) for multilingual learners in grades PreK-12. SEI has two components; direct English language instruction, provided by licensed ESL teachers, and sheltered content area instruction, provided by general education teachers with SEI- endorsed licensure. Through shared responsibility and collaboration, educators provide quality, researched-based instruction for students at all levels of English language proficiency.
