Identification and Services for ESL Students

As per the NJ Bilingual Education administrative code (N.J.A.C.6A:15), the West Long Branch School District provides targeted ESL support for identified English Language Learners (ELL). Non-native English speakers are initially assessed using the WIDA Screening tool. This tool measures their proficiency in four domains: listening, speaking, reading and writing. Their performance on this assessment determines their eligibility for ESL programming. Once in the program, students are assessed annually using the ACCESS for ELLs. The data obtained from the ACCESS assessment is used to monitor students' progress towards acquiring the language and to determine if continuation on the program in necessary.

Students who qualify for ESL programming receive support from a certified ESL teacher for a minimum of one period per day. Based on the proficiency level of the student, the ESL teacher can provide support within the general classroom or in a pull-out session. Additionally, all certificated teaching staff receive training on how to best support and instruct ESL students within the classroom. 

Each year the district applies for and accepts Title III funds through the ESEA (Elementary and Secondary Education Act) Grant. The money awarded is used to fund instructional programming and materials that support the growth of ESL students.
