Metro Rank Structure:
The Metro Command structure shall consist of;
1. One Division Captain who shall have the command authority to administer the Metro program and doing trainings;
2. One sergeants who acts as a second instructor, and second in command (1ic);
3. Up to 8 Senior Officers and above for regular Metro duties.
4. Up to 5 Reserve Metro Officers.
Metro Officers, Regardless of rank take Scene Superiority of ANY Violent Crime scene for tactical response and negotiating. This includes but is not limted to:
Shootings
Armed Robberies
Hostage Takings / Negotiating
Riots / Unlawful assemblies
Or any scene that is deemed to need Tactical intervention
Deployment Procedures:
These are not to be differed from without direct permission from the Metro SGT or Division Captain
LSPD:
Patrol -
MINIMUM of 2 regular patrol units must be active, before Metro Patrol is authorized- Unless express permission is given or requested by Metro Lead or High Command or there is an active situation requiring Metro response. If you are not active as metro you must stay within regular patrol SOP's including vehicle and uniform guidelines.
You must Activate as a 2 man team. No Single Metro Unit Patrols. You can activate as a 4 man team, however there should be at MINIMUM 8 SEPERATE Patrol Cars 10-8.
If you are in the R group, you must pair up with A or B Group Officers to patrol. No Exceptions.
YOU SHALL NOT BE WEARING YOUR HELMET 24/7 OR IN FULL TAC GEAR. Until you respond those clothing items should be left in your "truck" (off), or use an outfit bag.
Reserve Metro Officers Cannot Access the Metro Armory due to their limitations. The Division Captian can approve items to be given out 1 time to these officers, however if they lose them, they lose them.
No More than 2 Metro units should be on patrol without an active situation. The 2 units shall be in the same vehicle, working as partners, responding to any high tactical calls.
This should not be differentiated unless requested by CID, or by the Metro SGT or Division Captain.
By Request -
More LSPD Metro Units can be requested by and Supervisor for any tactical needed call. (i.e. Active Shooting, Barricaded Suspect, Armed Robbery etc.)
Warrant Service
CID can request any Metro Trained officers to assist in serving warrants. They are under the command of the requesting detective during this time.
Metro Warrant Serving Taskforce:
Purpose:
This Standard Operating Procedure (SOP) provides guidance to the Police Warrant Serving Taskforce on how to conduct warrant service operations in a safe and effective manner.
Scope:
This SOP applies to all members of the Police Warrant Serving Taskforce.
Responsibilities:
The Police Warrant Serving Taskforce is responsible for conducting warrant service operations in a safe and effective manner. All members of the Taskforce are responsible for following this SOP, as well as all other policies and procedures established by the police department.
Procedure:
Planning and Preparation:
a. Before a warrant service operation, the Taskforce will conduct a thorough planning and preparation process.
b. The Taskforce will review all available intelligence and information about the target location and subject.
c. The Taskforce will develop a plan for the operation, including entry and exit strategies, contingencies for unexpected situations, and communication protocols.
Briefing and Equipment:
a. Before the operation, the Taskforce will conduct a briefing for all members involved in the operation.
b. All members of the Taskforce will be provided with appropriate equipment, including body armor, weapons, and communications equipment.
c. The Taskforce will ensure that all equipment is properly maintained and in good working condition.
Entry and Search:
a. The Taskforce will enter the target location and conduct the search in accordance with the plan developed during the planning and preparation process.
b. The Taskforce will use appropriate force, including deadly force if necessary, to apprehend the subject and ensure the safety of all personnel involved in the operation.
c. The Taskforce will conduct a thorough search of the target location, including all persons present, to ensure that all contraband and evidence related to the warrant is collected.
Arrest and Transport:
a. Once the subject has been apprehended and all evidence has been collected, the Taskforce will transport the subject to the appropriate holding facility.
b. The Taskforce will ensure that the subject is properly processed and all paperwork related to the warrant is completed.
c. The Taskforce will ensure that all evidence and contraband collected during the operation is properly secured and documented.
Debriefing and After-Action Review:
a. After the operation, the Taskforce will conduct a debriefing to evaluate the operation and identify areas for improvement.
b. The Taskforce will conduct an after-action review to identify any issues or problems that arose during the operation and develop strategies to address them.
c. All equipment used during the operation will be properly cleaned and stored.
d. The Taskforce will debrief any detective on duty, or get in contact with a detective.
Procedure for a Metro Police Protection Detail
Purpose:
This Standard Operating Procedure (SOP) provides guidance to the Metro police department's Protection Detail on how to provide security and protection to DOJ members, VIPs, and other individuals who require police protection.

This SOP applies to all members of the Metro Police Protection Detail.
Responsibilities:
The Police Protection Detail is responsible for providing security and protection to dignitaries, VIPs, and other individuals who require police protection. All members of the Protection Detail are responsible for following this SOP, as well as all other policies and procedures established by the police department.

a. Before providing protection to an individual, the Protection Detail will conduct a thorough planning and preparation process.
b. The Protection Detail will review all available intelligence and information about the individual, including any known threats or risks.
c. The Protection Detail will develop a plan for providing protection to the individual, including transportation, entry and exit strategies, and communication protocols.
Briefing and Equipment:
a. Before providing protection to the individual, the Protection Detail will conduct a briefing for all members involved in the operation.
b. All members of the Protection Detail will be provided with appropriate equipment, including body armor, weapons, and communications equipment.
c. The Protection Detail will ensure that all equipment is properly maintained and in good working condition.
Transportation and Escort:
a. The Protection Detail will provide transportation and escort services to the individual in accordance with the plan developed during the planning and preparation process.
b. The Protection Detail will use appropriate force, including deadly force if necessary, to ensure the safety of the individual and all personnel involved in the operation.
c. The Protection Detail will conduct a thorough search of all vehicles used in the operation, including all persons present, to ensure that all threats have been identified and neutralized.
Continuous Protection:
a. The Protection Detail will provide continuous protection to the individual, including securing the location of the individual's residence and other locations visited by the individual.
b. The Protection Detail will ensure that all personnel involved in the operation are aware of their responsibilities and the threats to the individual's safety.
c. The Protection Detail will conduct regular checks of the individual's location to ensure that all security measures are in place and effective.
Debriefing and After-Action Review:
a. After providing protection to the individual, the Protection Detail will conduct a debriefing to evaluate the operation and identify areas for improvement.
b. The Protection Detail will conduct an after-action review to identify any issues or problems that arose during the operation and develop strategies to address them.
c. All equipment used during the operation will be properly cleaned and stored.
