The Criminal Investigations Division (CID) protects human life and property by enforcing state laws relating to narcotic trafficking, organized crime, intelligence, vehicle theft, gangs, computer and financial crimes, and fugitive apprehension. CID deters criminal activity by: developing intelligence, using innovative investigative and specialized enforcement strategies to disrupt and dismantle criminal organizations and investigate crimes.

CID Sub-Divisions:
Violent Crimes: Violent crime is composed of four offenses: murder, non-negligent manslaughter, robbery, and aggravated assault.
Larceny: The unlawful taking, carrying, leading, or riding away of property from the possession or constructive possession of another. Examples are thefts of bicycles, thefts of motor vehicle parts and accessories, shoplifting, pocket-picking, or the stealing of any property or article that is not taken by force and violence or by fraud.
Gangs and Narcotics Division GND: The mission of Gang and Narcotics Division is to disrupt violent street gangs and the means by which they support their lifestyle, including the manufacture, transportation, sale and use of illicit drugs and firearms in the greater Los Santos area.
CID Recruiting:
Requirements:
Completion of LSPD BCT. ( All candidates regardless of prior experience ).
No less than 5 years law enforcement service ( Any verifiable service in the US or Abroad ).
Recommended by 1st line Supervisor or above.
Satisfactory interview process with CID OIC.
CID Standard Operating Procedures:
All CID personnel are required to adhere to the Patrol Officer SOP Guide Book.
CID is not to engage in routine traffic stops or infringe on the area of responsibility of the stopping officer unless called on for backup, and/or IS the only other available officer.
CID personnel are not to enter a crime scene until it has been cleared by the OIC of the scene, unless already on scene. Wait to be called, or initiate proper radio brevity to the OIC before entering AO.
On entering a crime scene, CID are responsible for identifying the OIC or arresting officer, then make contact. Once communications have been established, ensure that all involved officers stay on site until interviews are collected. Prioritize officer interviews, so they may return to patrol ASAP. Ensure any evidence collected is handed over to CID before releasing from crime scene.
Once a proper crime scene hand-off has been completed, it is the on scene investigators responsibility to conduct detailed scene exploitation, starting with:
Starting a report file in the MDT.
Wide angle "big picture" photograph(s) of the crime scene, from multiple angles.
Search for evidence around scene using the "spiral, W, or Z" methods. NOTE: DONOT PICKUP EVIDENCE AT THIS TIME!!
Once the scene evidence has been identified, photograph each piece of evidence individually, add to report with tracking number and a brief description. Then and only then are you authorized to collect the evidence in the proper collection bag. You will repeat this process for each piece of evidence collected.
Interview any witnesses on scene. Record in MDT.
Once complete, contact the original OIC of the scene, to report the scene exploitation complete. ( they may need to call recovery vehicles and/or recover safety cones/equipment ).
On scene detective needs to complete full report of crime scene as soon as possible, while information is still fresh.
On scene detective needs to turn in all evidence to station lock-up, and then record the storage location on the report.
Completed report to be turned into lead detective.
Lead detective will take original report and format for the DA, referencing the original report.
Lead detective will turn in DA report to the Captain for final approval.
Final Prosecution document turned into DA to determine viability of case.
All officers involved must be ready and able to appear in court for testimony.
No CID detectives should enter a crime scene, or suspected crime scene without backup. Utilize radio and/or Cellphone communications to communicate intentions, using 10-codes where appropriate. NOTE: Do not under any circumstances enter a potential hostile environment without first calling for backup.
All CID personnel are required to take basic EMT training, and renew medical training once per quarter.
Uniform standards:
Dress casual for normal day to day operations.
CID specific street wear ( special mission ).
CID specific cold weather ( special mission ).
CID Specific hot weather ( special mission ).
Must have CID or police badging showing at all times ( Deep undercover exception ).
Vehicles:
Authorized to drive 1X unmarked cruiser. ( Not authorized to drive HEAT or Motorcycle )
Authorized to drive POV with caveat.
Caveat: You must obey all traffic signals and laws, and cannot use a POV in a high speed scenario. When using an unmarked cruiser, you are able to utilize your lights and siren to clear traffic, using patrol car SOP's.
