OPERATES PROVINCIAL HEALTH AGENCIES
The Provincial Health Services Authority (PHSA) acts as the umbrella for B.C.’s most specialized medical institutions. While regional authorities (like Fraser Health) handle day-to-day hospital operations, PHSA runs the province-wide "centers of excellence."
As of February 2026, the PHSA portfolio is organized into three main pillars: Specialized Agencies, Provincial Programs, and Emergency/Infrastructure Services.
These are the primary institutions where patients receive direct specialized care:
BC Cancer: Coordinates all cancer care, research, and screening across six regional centers.
BC Centre for Disease Control (BCCDC): The provincial hub for tracking infectious diseases, managing public health labs, and coordinating pandemic/outbreak responses.
BC Children’s Hospital & Sunny Hill Health Centre: The province’s only dedicated pediatric hospital, providing expert care for the most seriously ill children and youth.
BC Women’s Hospital & Health Centre: Focused on maternity, newborn care, and women's health issues like medical genetics and reproductive health.
BC Mental Health & Substance Use Services (BCMHSUS): Operates high-level facilities like the Red Fish Healing Centre and the Forensic Psychiatric Hospital.
BC Transplant: Manages the provincial organ donation and transplant system.
These agencies don't always have their own "hospital building" but set the standards and coordinate care across all regions:
BC Renal: Manages care for patients with kidney disease.
Cardiac Services BC: Coordinates heart health services and surgeries.
Perinatal Services BC: Focuses on health outcomes for pregnant people and newborns.
Child Health BC: A network that connects all regional health authorities to ensure children get the same standard of care regardless of where they live.
Trauma Services BC: Ensures the provincial trauma system (emergency response for major accidents) is coordinated.
BC Emergency Health Services (BCEHS): This is the agency that runs the BC Ambulance Service and the provincial Patient Transfer Network.
Health Emergency Management BC (HEMBC): Coordinates the health system’s response to disasters (earthquakes, wildfires, etc.).
Provincial Laboratory Medicine Services: Manages the consolidation of lab testing (like blood work and pathology) across the province.
Mobile Medical Unit (MMU): A state-of-the-art "hospital on wheels" used for disaster response or to support hospitals during renovations.
It is worth noting that as of this month (February 2026), many of the "back-office" departments that used to be listed under PHSA (such as Health Shared Services BC, HR, and Finance) have been moved into a new, separate provincial entity.
This move was designed to let PHSA focus strictly on the clinical agencies listed above, while the new organization handles the business and supply chain side of healthcare for the entire province.
