To obtain a BC Services Card, the process depends on whether you are a new resident or just need to renew/replace an existing card. Since it is February 2026, the system is highly integrated, and most adults will need to visit an ICBC driver licensing office to complete the process.
Here is the step-by-step guide:
If you have just moved to B.C., you must first enroll in the Medical Services Plan (MSP) before you can get the card.
Step A: Apply for MSP Online. Use the "BC Application for Health and Drug Coverage" on the B.C. government website. You will need to upload digital copies of your ID (Passport, Study/Work Permit, or Canadian Birth Certificate).
Step B: Wait for the Letter. Once processed, the government will send you a letter in the mail with instructions to visit an ICBC office to get your photo taken.
If you already have a card and it is expiring, or if you need a photo version for the first time:
Book an Appointment: Visit the ICBC Appointment Booking website. While walk-ins are sometimes accepted, appointments are highly recommended in 2026 to avoid long wait times.
Bring Two Pieces of ID: You must bring one Primary ID (e.g., Canadian Birth Certificate, Passport, PR Card) and one Secondary ID (e.g., Credit Card, Student ID).
Confirm Residency: You will be asked to verbally declare that you are a B.C. resident.
The Photo: They will take your photo at the office. There is no fee for a standalone BC Services Card (though fees apply if you are combining it with a Driver’s License).
