Please note that signature collection is required once all sections are verified. The Lead Applicant and Superintendent/Designee must sign the progress report signature packet before it can be automatically submitted.
The Tier 2 Annual Progress Report Template (2023-26) is designed to serve as a local program self-monitoring and self-assessment tool for continuous program improvement. Grantees are encouraged to use it as a general guidance for program self-monitoring, starting at an earlier stage of their program implementation. The report submission is usually due by the end of September of each grant year, via TUPE GEMS.
It also serves as a foundational tool for the state TUPE Office to efficiently identify local program needs and in turn provides targeted technical assistances to grantees.
Please note: Several changes were made after the original publication of this template. For instance, the Tobacco-Free Policy Certification section has been simplified. Please be sure to check TUPE GEMS (released live 5/20 at 12pm) for the latest design.

The Legislature requires that the funds allocated under this Tier 2 RFA must be used to develop anti-tobacco education programs and tobacco use intervention and cessation activities in order to reduce the number of students in California who begin to use tobacco, continue to use tobacco, or both (HSC 104420(k)(1)).
Note: As indicated on pages iii and 7 of the RFA, for “student enrollment in the grades to be served by the program, as reported for the 2022–23 school year,” please use the latest available annual enrollment data for 2021-22. The data can be found on the CDE DataQuest website at https://dq.cde.ca.gov/dataquest/dataquest.asp.

Looking for the estimated funding spreadsheet? The file is only available in your application after logging in to the TUPE GEMS application system.
To find the Estimated Funding Amount Spreadsheet, please log in to your TUPE GEMS account. After clicking on your 2023–26 Tier 2 application, you will be taken to the Grant Application Overview Screen. Within this page there is a “Getting Started” box. Please see the screenshot below; location of the spreadsheet is highlighted.
If you are new to the online grant system, welcome! Your first step as a new applicant is to visit TUPE GEMS (https://tupegems.ucsd.edu/) and create an account. You may do so by clicking on the “Register” button in the upper right hand corner of the web page. After you submit the registration form, be sure to check your email and click on the verification link to confirm your account (Tip: check your spam folder if necessary). Be sure to review the TUPE GEMS tutorial and other resources below.

Please note that this PDF is provided for reference purposes only. There may be small differences in the text and layout. All final information for your application must be input and submitted within the TUPE GEMS system.
I would like to invite another user to collaborate on my application. How do I do that?
Once you are logged in as a Lead user, click on User Management on the sidebar. On the application you wish to share, click "Invite Member." Enter the email address (double check for any typos and delete extra spaces), check "Invite as co-applicant", and click "Invite." The invitee will receive an email notification directing them to register for an account. Upon logging in, they will see your invite as a banner. Once they click "Accept," they are added to your application and can view/edit your sections.
What is the difference between a Lead user and a Co-Applicant in TUPE GEMS?
Good question. The system automatically designates whoever submitted the ITS (Intent to Submit) form as the application's Lead. This user has special privileges to lock sections, invite collaborators, access Signatures, and ultimately, submit the application. Co-Applicants are restricted to viewing and editing each section, and they will not see functions such as the section lock or signatures. It is up to the Lead to review and "lock" each section, obtain signatures, and ultimately submit.
I locked a section but found I need to make more edits. Help?
If you are the Lead for your application, you can simply click the Lock/Unlock button (found at the bottom of each section's screen) to make your edits. Make sure to relock the section when complete. Please note that changes to any section of the application are not allowed, once the status of your application is "In Signature." If you are a Co-Applicant needing to update a locked section, check with your Lead to see if they can unlock the section for you.
I would like to download a copy of my entire application. How do I do that?
You can download a copy of the entire application after all sections have been locked, or after the application has been submitted (recommended). On your application's overview page, click the button in the lower right to download a ZIP file of your entire application. Most sections will be printed to a PDF labeled "Sections" while the other miscellaneous items (e.g., Excel, PDFs) will be included as separate files in the ZIP folder.
Will I be able to click "Submit" immediately after the ITS/application deadlines?
No. As the application process is competitive, the system is programmed to disable submission immediately after each deadline. Please plan ahead carefully and contact the TUPE office if you have any questions.
