The Tier 2 Annual Progress Report Template (2020-23) is designed to serve as a local program self-monitoring and self-assessment tool for continuous program improvement. This year (2022-23) grantees will need to provide an end of grant summary, which includes student tobacco use monitoring trends. The report submission is usually due by the end of September of each grant year, via TUPE GEMS.
It also serves as a foundational tool for the state TUPE Office to efficiently identify local program needs and in turn provides targeted technical assistances to grantees.

The report submission is usually due by the end of September of each grant year, via TUPE GEMS.

Please note: Since Tier 2 2020-23 applications were submitted in the 1.0 file-based format, initial preparation will be required to input certain items from the application's Section 9 file into the progress report. Instructions will be included in the coming training.
Future applications submitted in the new 2.0 form-based format will not require this input step; TUPE GEMS will link from Applications to automatically populate designated fields in Progress Report.

This webinar is designed to guide applicants through the process of creating an evaluation plan for their TUPE project. It will review aspects of program monitoring, including measurement tools and sampling strategies that can be used to assess program activities. Applicants will be introduced to templates that may be useful for their program monitoring plan and help inform the evaluation process.

The Legislature requires that the funds allocated under this Tier 2 RFA must be used to develop anti-tobacco education programs and tobacco use intervention and cessation activities in order to reduce the number of students in California who begin to use tobacco, continue to use tobacco, or both (HSC 104420(k)(1)).
