This post-award webinar is part of an evaluation series provided to Tier 2 grantees (2023-26) by UCSD on behalf of the CDE. The focus of this webinar will be on the importance of record-keeping systems for evaluation purposes. As part of the webinar, the UCSD team will introduce an online TUPE Activity Logging tool. The tool is a record keeping system that allows local programs to track their own activity implementation. Keeping complete data in the system will also facilitate preparation of progress reports to the CDE. The tool provides a unified database for TUPE managers to access an activity dashboard, view user activity across multiple sites, query data by a range of time, and download data for report writing.

This webinar is designed to guide applicants through the process of creating an evaluation plan for their TUPE project. It will review aspects of program monitoring, including measurement tools and sampling strategies that can be used to assess program activities. Applicants will be introduced to templates that may be useful for their program monitoring plan and help inform the evaluation process.
Rural programs, with limited funding and staffing, face equally if not more challenging issues on youth substance use, mental health, and community engagement. To further support rural programs, the state TUPE Office worked with its program evaluation partner at UC, San Diego to conduct a comprehensive case study on a model rural program. This study closely observed Nevada County Office of Education TUPE Program through a one-year implementation cycle to reveal how a successful rural program can be launched despite limited resources and financial constraints. The contextualized findings, especially on program structure development and implementation strategies, can greatly benefit not only similar rural programs but all programs facing funding and staffing limitations.
This case study focuses on the implementation of a comprehensive, “Tier 2” Tobacco-Use Prevention Education (TUPE) program in Contra Costa County. Overseen by the Contra Costa County Office of Education (CCCOE), this longstanding educational program operates in an urban-suburban context with a diverse student population. The case study explores the complex structure and multifaceted strategies employed by CCCOE, highlighting aspects that could be useful to other Tier 2 TUPE programs, especially those operating in urban and suburban settings.
Qualitative interviews were conducted during the 2024-25 academic year by the Center for Research and Intervention in Tobacco Control at the University of California San Diego, on behalf of the California Department of Education. Insights were gathered on the current implementation of school-based tobacco prevention activities, including successful TUPE strategies, challenges, adaptations, needs, and ideas for improving the program. The findings presented below are based on interviews with 30 participants from Tier 2 grant-funded local education agencies (LEAs) throughout California.
