THOA Board of Directors Meeting Minutes
Location: Ms. Robin Rosenbaum’s home
Monday November 5, 2018 at 7:00pm
Board Members Present: Erik, Don, Brian, Colleen, Bill, Robin, Kristin, Morgan
• Approval of minutes from the THOA Board Meeting on September 17, 2018. Approved
and to be posted on THOA web page.
Committee Reports:
∙ President: Tullamore Signage – We have been waiting for a response from the village as to the status of replacing the Tullamore subdivision entrance sign. The village was supposed to have a decision about replacing the pole sign by the date of the annual picnic. The paperwork was submitted in July. The village has now requested we put a monument sign up to replace the pole sign that was previously at the entrance to Tullamore off of Hawley and Kings Way. Since we do not have the required amount of land to meet the villages ordinance Eric will look into developing a letter to submit to the mayor. If anyone has any questions please contact a board member.
∙ Vice President: H2O Pros – Lance Dahike 2019 pool season. An estimate was given as to the cost of a contract to supply lifeguards and regular pool maintenance for the 2019 pool season $23,182.00. Colleen is following up with the references from H2O Pro. Still seeking a company to maintain the pools mechanical systems: electrical, water pump and boiler system.
∙ Secretary: No report
∙ Treasurer: Still have a few homes with outstanding dues. Dues plus interest will be accrued until collected. Estimates have been collected for the pool resurfacing project. The following are a couple of estimates submitted, Aqua Guard $27,156.00, and Barrington pools $32,920.00. The cost for a new pool boiler estimated at 2,000.00 and an estimate for a new motor $1,000.00 to $1500.00. THOA also purchased 5 new pool umbrellas at the end of the season. The total pool expenses for 2018 including insurance and utilities cost $ 43,962.00.
∙ Web Master: No report
∙ Pool: Water and gas have been shut off with the final closing up of the pool building and putting all furniture away. Eric will work on the pool motor issues and the board is continuing discussions on how to determine pool attendance by Tullamore residents only. It has been brought to the board’s attention that other non-Tullamore residents have been coming in to use the pool. Discussions about possible Tullamore pool passes or ID badges to be issued to Tullamore homeowners when yearly dues are collected in April of 2019. If THOA dues are not paid homeowners will not receive pool passes. No one will be allowed to enter the pool without their pool ID.
∙ New Business: Raising the dues in 2019 to $325.00 a year. With the cost of the pool repairs and maintenance dues must be raised to cover the 2019 bills for resurfacing, equipment, and pool passes along with establishing a positive balance in the pool’s yearly budget. With a raise in dues to $325.00 a year Tullamore will still be a Mundelein subdivision with the lowest association fees.
Motion was placed to hire Boilini Co. to resurface the pool for 2019. Morgan seconded the motion. With a vote of 8 to 0 in favor of going forward with the resurfacing project.

picnic to show the Board’s appreciation for their hard work.
Vice President – Has been in contact with H2O Pros – Lance Dahike gave an estimate for the
2019 pool season $23,182.00.
Treasurer Report –
· There are still a few residents that are outstanding on their 2018 dues.
· Outstanding bills that still need to be paid. Pool: Utilities, Winterize pool, also Landscaping, and postal charges.
o Administrative expenses (includes directory expenses) $1,349.53
o Pool expenses $42,181.32
o Pool Liability Insurance $3,141.00
o Picnic expenses $ 1,828.36
o Landscaping expenses $1425.00

· Looking into purchasing 5 new heavy-duty umbrellas. End of the season sales
· Tall guard chair – expensive/looking into alternate purchasing options
· Use of pool by Non-Tullamore residents.
o Possibility of initiating Tullamore Pool ID/passes to show guards to enter pool. Must have your pool ID for entrance. If forgotten at home, will need to go home to get your ID in order to enter pool. No exceptions to this rule.
o ID/passes will be given to Tullamore homeowners when Association dues are paid. 2 ID/passes to be given to each household.
Picnic – Review:
· Positive feedback from many whom attended.
· Tents rented, heavy and seemed to work better than last years. Possibility of renting 2 more for better coverage of food tables.
· Picnic was a huge success. Set up and cleanup went well. Volunteers helped with both.
50/50 Breakfast – Nice turnout of residents. Food and drinks from volunteers were delicious.
Discussion of the possibility for more beverage options in 2019.
Old Business
Landscaper – Looking into a new landscaping company. Must have insurance, licensed and bonded.

o Changing the ordinance at this time for no pole signs. Village is said to be helping Bill’s Pub and Emil's to change their signs.
o Still working with the village to change variance restrictions.
o Measurement of sign: 3’.5” width by 8’ height.

Board of Directors Meeting

Tullamore sign – Taylor Wegrzyn, AICP, Community Development
Preliminary review and discussion with Taylor Wegrzyn, Village of Mundelein, about the Tullamore pole sign to be reestablished at the entrance of Tullamore at Hawley and Kings Way. Discussion on adding the same pole sign at the other 2 entrances into the Tullamore subdivision. Since the sign was moved by the Lake County Highway Department when the bike/walking trail was developed, and the sign’s pole was damaged and fell down with time. The village of Mundelein has a different ordinance for pole signs and the drawings that were brought to the meeting may just need a few variations to meet code.

Landscaper concerns
After speaking with the landscaper, the bushes at the pool have been trimmed so they no longer poke through the fence. There are some areas with weeds that will be taken care of and the evergreens will be trimmed by removing the bottom limbs approximately 7-8 feet from the bottom of the trunks. Scheduled maintenance for Saturday July 28,2018.
Directory
Updated and will be soon ready for printing. Our editor has family commitments so the date of the final printing is not yet set. Don may get a copy of the disc to see if he can get the printing started. Looking for the possibility of directories to be ready by the date of the picnic.
Back page has had the web site in the past. With the new website length, it has been discussed if website should be removed and change communication through THOA email. When email sent to: infoTHOA@gmail.com reply will have the website link attached to automatic replies. Google drive has links to documents for viewing only. Erik and Bill are the only approved editors.
Secretary
Changes to be made for June 25th minutes.
Treasurer Report and bills
Electrical FX and Aqua-Guard have been paid for pool repairs.
THOA still has 9 homeowners past due for this year, with 2 others past due multiple years. Letters will be mailed out again.
Web Master
Request from a community member to get the THOA mailing list. THOA mailing list is not for commercial use and will not be shared for any reason.
A few complaints have been emailed regarding Aqua-Guard staff’s attitude while talking to children when they are working on the pool equipment. It has also been brought to the board’s attention that children are going into areas of the pool house that are off limits to the community.
Pool – Robin
Robin was unable to attend tonight’s meeting.
At this time, we do not have a current number of residents attending the pool.
Pool repairs have been completed and systems updated. The pool will still need to be resurfaced next spring. Last resurfacing was done about 9 years ago. Resurfacing lasts approximately 7-10 years. Resurfacing is a big job that comes with large estimates for the cost. Multiple estimates will be collected before next spring. The boiler and motor pump 185 gallons of water per minute. The boiler was lifted 12” to allow air to circulate under and around the motor. The motor was overheating and tripping the breakers due to restriction in the piping size and the boiler being against the motor.
It has been brought to the boards attention that the garbage cans do not always get emptied. Asked to decrease garbage cans to just one. It was determined that one garbage can would not be sufficient. Lifeguards have been asked to empty the garbage at the end of each day and cleaning the pool house and mop the floor before closing.
Picnic

Vanessa B. would like to have the pet parade and has offered to be in charge. No pet will be allowed in the pool area.
50/50 Raffle – Need to look to see if tickets are still available from last year’s picnic.
Softball – Joe has agreed to be in charge of the softball game as long as he can get the equipment.
D.J. – Brian is looking into getting the DJ for the picnic
Fogging area – Tim has agreed to fog area and Bill said he would look into getting the fog spray.
Pool games – Michelle has agreed to head the pool games.
Kid’s bake-off. ???
Flyers – would like to have the flyers out early to help get more community participation. Post Flyer on website. Blowup one flyer to be laminated and posted in the pool house.
Set up and Clean up
Determine what materials we have from last year: signs, paper goods, etc.
Possibility of having a Lake County Sheriff’s car parked at the picnic for the children to see.
Block Captains – pass out picnic flyers when the directories are passed out. If the directories are completed before the picnic.
50 and Over
Still need volunteers to make breakfast casseroles. Purchase other items for breakfast at the pool.
New Business:
Request for Solar Panel Installation – SunRoom Inc. has requested approval
to install solar panels on 454 Kings Way. The Village of
Mundelein Zoning Ordinance requires many stipulations
that SunRoom Inc. have not achieved. The board was
requested to vote on the drawings and plans that were
submitted by SunRoom Inc. A motion was made to deny
the request due to not meeting Zoning Ordinance Chapter
20.52 Section T Sub Section 1-b and 2-b. Motion by Erik,
Second by Bill, votes in favor of the motion 7, 0 votes
against. A letter was delivered to the homeowner of 454
Kings Way explaining the decision.
