Modifiers are not full roles, you can get modifiers on top of your main role. This means, modifiers only make small changes to your role, or add a little bonus or a fact. Modifiers apply to the entire game and each modifier is only applied to one player. You can see if you have a modifier in the task list or by doing /myrole.
Modifiers are a thing in v0.8+
In TOH-TOR v0.9.3.8+, there is an option to enable Hidden Modifiers. This means that some modifiers (for example, Bait) will be unknown to their holders, while the modifier will still do its effect. Mainly applied to death-action-related roles.
As Bait, your killer will be forced to self-report your body when they killed you. Impostor roles that don't self-report bait because of their special kill style: Warlock, Puppeteer, Witch (if not normal killing mode). Every other impostor reports bait (including vampire and sniper).
The Bewilder has a different vision than other crewmates. When a killer kills them, the killer will have that smaller vision in the whole game.
Your killer's cooldown will be multiplied by the number given in settings after they killed you.
The lights sabotage doesn't affect your vision.
You will get faster with each kill that happens.
Note: This modifier is not in the modifiers list, nor the settings, it has a chance to spawn when the Flash modifier is enabled.
Note: Due to technical limitations, other players will still see you with the same speed as the default speed of the lobby, and the Flash will see everyone else with their speed. This can result in players teleporting on the screen.

You cannot report bodies.
Whenever you're able to report a body, you'll be forced to.
The Mini is a Global Modifier that can be applied to anyone no matter their Faction. As the Mini, when a Killer attempts to kill you, they have a chance to miss you. When they miss, their kill button is reset to a certain amount.
You can see when people die during the game.
You will know the roles of the bodies you report.
Whenever a vote at the end of a meeting results in a tie, and you voted for a player that was included in the tie, that player will get voted out.
Example: Player 1 got 5 votes, and 5 players skipped, and if you voted for Player 1, Player 1 will be ejected.
Example 2: Player 2 got 3 votes, and Player 3 also got 3 votes (and not more than 3 players skipped or voted for someone else), then if you voted for Player 2, they will be ejected, and if you voted for Player 3, they will be ejected. The same goes when 6 players all voted for someone and every player has 1 vote, then your vote will be the decider!
The Watcher sees everyone's votes just like if anonymous votes were off.
When you have this role, you don't die after 1 incorrect guess. However, a second misguess will get you killed.
Only Vigilante and Assassin can have this modifier since the Pirate already doesn't die by an incorrect guess.
