TIWI COMMUNITY COLLEGE
LIBRARY RULES AND REGULATIONS
The college administration, personnel, faculty, and students who wish to avail of the library facilities, materials, services and other privileges are hereby enjoined to observe the following rules and regulations of the library.
I. SERVICES
1. Library Hours
Monday to Friday
8:00 A.M. to 6:00 P.M. (No Noon Break)
Saturday
8:00 A.M. to 12 Noon
(Except for Legal Holidays)
2. Bonafide students of the institution should apply for a library card which serves as a pass to the use of the library resources and facilities. “No Library Card, No Entry”.
2.1. How to secure for a library card?
a. Bring one (1) pc. 1x1 recent ID picture
b. Ask the librarian/library staff for an application form to be filled-up
c. Pay the corresponding amount for the library card lamination fee (₱25.00)
2.2. In case of lost or damaged library cards, students must ask for replacements. A payment of twenty five pesos ((₱25.00) will be imposed to students
applying for replacement of the lost or damaged library cards.
2.3. Use of library card
a. A properly countersigned library card must be presented to the librarian and/or library staff when borrowing books and other library
materials. This card is NON-TRANSFERABLE. Only the owner is allowed to use the library card.
b. Students must present their own library card at the end of semester for validation purpose and for the signing of clearance.
3. Outside researchers who would like to visit and avail of the library services should present a referral letter/permit/letter of introduction from their school/
college librarian or school heads. Researchers from other institutions must observe the rules and regulations of the library.
4. Outside researchers are not entitled to borrow any library material from the library. Only photocopying of books and other library resources is allowed for
them.
II. BORROWING PROCEDURES/RULES
1. Students may borrow a maximum of two (2) books at a time. The schedule of borrowing of books for overnight use is from three o’clock to five o’clock in
the afternoon (3:00-5:00 P.M.) and must be returned the next working/school day from eight o’clock to ten o’clock in the morning (8:00 -10:00 A.M.).
A borrower who fails to return the books on the said schedule (overdue books) shall be fined according to the following rates:
a. Five pesos (₱5.00) per day for Circulation Books
b. Two pesos (₱2.00) per day for Fiction Books.
Such book may be renewed if not in demand.
2. Borrowers with overdue books or with standing obligations to the library will not be allowed to borrow unless all library accounts are settled.
3. Books in the General Reference (encyclopedias, dictionaries, atlases, almanacs) Reserved (limited copies of books), and reading materials in the Periodical
(magazines, journals, newspapers) and Theses Sections as well as Cartographic materials (maps and globes) are for Library Use Only.
4. Books in the Circulation Section and Filipiniana Section can be borrowed for overnight or one day; renewable for another day unless wanted by another
borrower.
5. Books in the Fiction Section can be borrowed for one week; renewable for another week if not in demand.
6. Borrowers who lost books from the library shall pay in kind or pay its current market price. Lost books must be reported immediately to the librarians.
7. Books and other collections are on “First come, First served” basis. There are no reservations for borrowing books.
III. PHOTOCOPYING SERVICE
1. Students who wish to avail of the photocopying service can borrow a book for one (1) hour. A fine of five pesos (₱5.00) per day will be imposed to students
who fail to return the borrowed book for photocopying.
2. Articles from periodicals and excerpts from General Reference books, and Reserved books are allowed to be photocopied. Theses and Researches are not
allowed to be reproduced. Only the abstract can be photocopied.
IV. E-BOOK & E-JOURNAL COLLECTION
E-books and e-journals may be requested by the library users. Said e-resources can be sent through Facebook messenger or email address. Clients can also save their requested e-resources using their own flash drives or any storage device.
2. There are also “Open Access” or “Open Educational Resources” available and downloadable on the Internet for free. Clients are encouraged to visit the
Facebook page and website of TCC Library for additional sources of information.
3. E-books and e-journals, like printed resources, are also copyrighted materials. Therefore, clients should be mindful of the Copyright Law. Use e-resources for
non-commercial purpose.
V. LIBRARY COURTESY
1. Library patrons must observe good manners and silence at all times.
2. Eating, smoking, drinking, loitering, littering, vandalism and any form of public display of affection
are not permitted.
3. Wear proper uniform/dress code. For men, sando, shorts, and cap are not allowed. For women,
tube, strapless, crop top, tank top, spaghetti straps, plunging neckline tops, shorts, miniskirt, mini
dress and cap are not allowed.
4. Use books and other library materials with care. Hiding, marking on it and mutilating the pages are
prohibited.
5. Observe cleanliness and keep things in order. Push silently the chair back against the table use.
6. Return books and other library materials properly to its designated shelves after use.
7. No books should be borrowed without the presence of the librarian or the assistant librarian.
8. Since the college library practices an open-shelf system, library clientele should leave all bags and
personal books in the empty shelves provided outside the library room before entry. Do not leave
all valuable materials in the bag/depository section. The library management will not be liable for
any loss.
9. Students should keep in touch with the announcements and other updates posted on the library
bulletin board, on the Facebook page of TCC Library, and on the website of TCC Library.
VI. SUSPENSION OF LIBRARY PRIVILEGES
Non-compliance of library rules and regulations is punishable by:
1st Offense: 2 weeks suspension
2nd Offense: 1 month suspension
3rd Offense: An indefinite suspension of library privileges and to be reported to the College
Administrator/President.

BOOK BORROWING GUIDELINES FOR STUDENTS IN THE NEW NORMAL
To support the library patrons’ information needs in the new normal setting, the following guidelines on the utilization of library resources/book borrowing through ONLINE APPOINTMENT are stated below:

2. The librarians/library staff will confirm your transactions schedule as soon as possible.
3. Please send us a photo of your current enrollment form for this school year, for verification purpose.
4. Students can borrow a maximum of two (2) books which can be used for a maximum of one (1) week.
5. Once the online appointment is confirmed and or sent through Facebook Messenger or email, please don’t
forget to take a screenshot of the confirmation message and show it to the librarian(s) on the day of pick-up
of the requested book/reading material(s).
6. Pick-up time is from 9:00-11:00 AM and from 1:00-3:00 PM, Monday-Friday (except for legal holidays).
7. Borrowers should bring their own ball pen in filling-up the borrower’s card.
8. Borrowers assume full responsibility over the borrowed books/library materials.
9. Bonafide students of Tiwi Community College who do not have library cards yet are advised to apply directly
to the librarian(s). Just bring one (1) pc. recent 1x1 ID picture and lamination fee of ₱25.00 only. A library
card is considered as a passport to the use of the library: its resources and services. Students cannot
borrow books without presenting their own validated library cards.
II. RENEWAL OF READING MATERIALS
1. A borrower can renew a book he/she borrowed unless wanted by another borrower.
2. Renewal can be done through sending us a message on our TCC Library FB page. The librarian-in-charge will check the book(s) you borrowed for renewal.
3. To avoid book fines of five pesos (₱5.00) per day, students must inform the librarian before the due date of
the book borrowed if they plan to renew it. Counting of fines will automatically start if the borrower fails to
renew the book.
III. OVERDUE READING MATERIALS
1. All borrowed books must be returned on time.
2. Fines will be charged to overdue books/reading materials.
3. Borrowers who have unsettled library accounts are not allowed to renew or borrow any library materials.
III. RETURNING OF READING MATERIALS
1. Please send us a message through our TCC Library FB page when you want to return borrowed materials
from the library.
2. Returned books should be placed in the Book Drop Box near the entrance of the library. Said materials will be quarantined for two (2) days before making it available for borrowing.
Important Reminders!
E-books (in pdf format) may be requested by the library users. Said e-resources can be sent thru FB messenger or email address.
There are also “Open Access” online resources that are freely available on the Internet. You can download those online resources for additional sources of information. A list will be provided upon request.
