Legislation of the Unified Federation

Title: Unified Federation Charter of Galactic Unity and Governance

Preamble:
We, the member civilizations of the Unified Federation, in recognition of the shared destiny of all sentient life, hereby establish this Charter to promote peace, justice, and prosperity across the galaxy. This document serves as the foundation for governance, cooperation, and unity among all members, ensuring the protection of rights, the advancement of progress, and the preservation of diversity.

Article I: Membership

1. Eligibility for Membership

   • Any sovereign civilization, organization, or autonomous entity may petition to join the Unified Federation.

   • Applicants must demonstrate adherence to the principles of peace, mutual respect, and non-aggression.

2. Responsibilities of Members

   • Respect the sovereignty and cultural heritage of fellow members.

3. Rights of Members

   • Equal representation in the Federation Council.

Article II: Governance

1. The High Council

   • The governing body of the Unified Federation, comprising representatives from all member civilizations.

   • Responsible for enacting laws, approving budgets, and overseeing interstellar diplomacy.

2. The Diplomatic Corps

   • Acts as the Federation’s primary instrument of diplomacy.

   • Mediates disputes between members, negotiates treaties, and represents the Federation in first-contact situations.

   • Ensures cultural sensitivity and adherence to the principles of the Federation during all diplomatic engagements.

3. The Executive Directorate

   • Led by the elected Federation High Chancellor, responsible for executing the laws and policies established by the High Council.

   • Coordinates efforts between the Defense Forces, Exploration Corps, and other operational divisions.

Article III: Galactic Law

1. Sentient Rights

   • All sentient beings, regardless of origin or species, are entitled to life, liberty, and the pursuit of happiness.

   • Slavery, exploitation, and discrimination are strictly prohibited.

2. Non-Aggression Pact

   • Federation members shall not engage in acts of aggression against other members or non-member civilizations without just cause.

Article VI: Amendments and Ratification

1. Amendments

   • Amendments require a two-thirds majority vote in the High Council to pass.

2. Ratification
