This Standard Operating Procedure (SOP) defines the protocols, responsibilities, and safeguards involved in the execution of financial operations within the Unified Star Federation’s Financial Division (Vault Sector). It ensures transparency, fiscal integrity, and compliance across all economic transactions and capital resource flows.
This SOP applies to all personnel operating within or in liaison with the Financial Division, including but not limited to: Financial Operators, Grinders, Account Holders, and Administrative Command Units with clearance Tier 2A or higher.
- Financial Operators must execute and log all approved transactions in accordance with Division protocols.
- Grinders are responsible for auditing, monitoring transaction patterns, and flagging anomalies using Sentinel AI.
- Account Holders must ensure all budgets are used according to mission mandates and that reserves are accounted for.
- Command Officers must authorize all financial movements exceeding 100,000 Federation Credits.
- All personnel must maintain confidentiality, audit-readiness, and compliance with the Transparency Accord.
1. All financial transfers must be recorded in the Quantum Ledger System (QLS).
2. Transactions above 50,000 Credits trigger Sentinel AI monitoring.
3. Dual Authorization is required for classified or black-budget accounts.
4. Emergency override can only be executed with Command+Integrity dual-keys.
5. Daily logs must be uploaded to the Central Archive by 2400 hours station time.
- All devices interfacing with financial systems must be registered and encrypted.
- Personnel must undergo Federation Integrity Screening (FIS) annually.
- Unauthorized access or manipulation will result in immediate suspension and tribunal review.
- AI-assisted audits will occur bi-weekly and randomly as needed.
Any proposed amendment to this SOP must be submitted to the Financial Oversight Bureau for review. Exceptions may only be granted by a Councilor of Finance or above, with proper documentation and FIS validation.
