April 1, 2014 - 2,000 printed copies of the "Women's Right to Know" booklet and "Checklist Certification" required by P.L. 31-235 and P.L 32-089 provided to and received by Department of Public Health Director, Jim Gillam.
March 3, 2014 - Fundraising efforts begin by the Esperansa Project to raise money for the purchase of the copyright for the images used in the printed materials as well as for the initial printing.
Note: there was no requirement for the Esperansa Project to pay for the copyright for the use of the images or to cover the printing charges. The Esperansa Project volunteered to do this. The law requires the materials to be purchased by the physician or qualified persons who will use them. Future printings are to be funded from the sale of these materials to those who will use them:
10 GCA §3218.1(d) Cost of Materials. The Department shall make available the materials enumerated in Subsection (c) of this
§ 3218.1 for purchase by the physician or qualified person who is required to provide these materials to women pursuant to Subsection (b)(3) of this §3218.1 at such cost as reasonably determined by the Department. No claim of inability to pay the cost charged by the Department for these materials will excuse any party from complying with the requirements set forth in this § 3218.1.

AN ACT TO AMEND SECTION 4 OF PUBLIC LAW 31‐235 TO DELETE THE PROVISION REQUIRING THE “PRINTED MATERIALS” AND THE “CHECKLIST CERTIFICATION” TO UNDERGO THE RULE MAKING PROCESS PURSUANT TO THE ADMINISTRATIVE ADJUDICATION LAW.
October 24, 2012 - Substitute Bill 52-31 passes legislature.
The as passed version of the bill included an amendment requiring the printed materials to be subject to the Administrative Adjudication Law, effectively nullifying the possibility of its implementation.
October 23, 2013 - Bill 52-31 further substituted reported out of Committee on Health.
April 4, 2011 - Substitute Bill 52-31 referred back to committee.
March 28, 2011 - Substitute bill 52-31 submitted at Rules Committee meeting by Rule Chairman Senator Rory Respicio.
The substitute bill deletes all the relevant information provisions of the bill leaving only a waiting period.
