On September 23, 2013, Senator Dennis Rodriguez, Jr. introduced Bill No. 193-32 (COR) to delete the provision in the informed consent for abortion law (P.L. 31-235) which has been keeping the law from being implemented. The provision (Section 4) requires the informational materials to be subjected to a rule-making process even though the materials could no way be considered a rule.
The provision was an 11th hour attempt by the pro-abortion caucus to keep the bill from ever being implemented after it was signed into law. Now that the Attorney General has opined that the materials do not meet the definition of a rule or regulation, the provision subjecting the materials to the rule making process can be deleted from the law.
