Mind control or mind reading was never a part of her skill set, but just being able to push people into the direction she wanted--- such as taking a step right instead of left, going for a walk, plan for this instead of that, etc.--- was what she could do. It worked extremely well for mapping out plans of attack when she had a hand in what their enemy would consider as long as it wasn't outside the realm of reasoning.
