The Ibanag political structure historically involved a village-based system with key leadership roles like the Urayan (village head), Ukom (judge/arbitrator), and Kammaran-an (policy-maker). The Urayan and Ukom held the highest positions of authority, followed by the Kammaran-an and other community leaders.
The Ibanag society was also organized around the barangay, a fundamental political unit.
Stands as the village leader. The Urayan holds and takes charge of all the executive powers.
The Ukom is the judge in the village who is close to the village leader and takes care of the peace and order, ensuring fairness and justice. Ukom is responsible for interpreting laws and resolving misunderstandings and disputes within the village.
Are the ones who made the policies and laws for the village. They serve as the village counselors and advisors for the Urayan. They are as one with the Urayan and Ukom in making important decisions and maintaining the social harmony in their village.
Serves as the village war general. With them being skilled in combat, they protect the village from possible threats.
