In short, the area currently has no distributor to link East New York to West Queens and the BQE. This is needed to relieve traffic on surface streets in Bushwick.

This uses the Fresh Creek riverbed, and then follows a metro line to Jamaica Avenue, which, in its new median, could house the expressway before using the Jackie Robinson Parkway. After a concurrency with I-78, the expressway enters the Glendale Freeway Tunnel and follows a metro line to an interchange with the LIE (I-495/Future I-80), access to I-278 SB, and then merges onto I-278 NB.
