What is Council proposing?
Council is proposing to introduce the RU4 - Primary Production Small Lot zoning into the LGA. They are particularly focusing on the area to the east of Jindabyne.
For anyone in the Jindabyne section of the Special Activation Precinct excluded area, in the Draft Rural Land Use Strategy on page 111 there is a map of what the proposed zoning would look like. I have taken a snap of this and it is below. Keep in mind, as this is within the SAP area, this could be changed as a result of the SAP, but it could also remain the same. The current proposal could have a big impact on your holding/s.
The recommendation from the Draft Strategy is:
"29. It is recommended that in the RU4 zone land uses which allow for small scale intensive agricultural uses and value-add activities are permitted along with compatible tourism uses in the existing area of 40ha near Jindabyne (excluding that identified as E3). RU4 zone be applied to the area identified in the draft LEP mapping."
They also state:
"The change in emphasis within this area from RU1 to RU4 is intended to ignite a small food industry cluster that might involve blueberries, dairy goats, truffles, saffron, lavender, essential oils and native plants/flowers, garlic or fruit trees."

Objectives for RU4 - Primary Production Small Lots (bold is required by the Standard Instrument as required by the Department of Planning, Industry and Environment)
To enable sustainable primary industry and other compatible land uses.
To encourage and promote diversity and employment opportunities in relation to primary industry enterprises, particularly those that require smaller lots or that are more intensive in nature.
To minimise conflict between land uses within this zone and land uses within adjoining zones.
To provide for a range of tourism uses, including agri-tourism and eco-tourism that is linked to the environmental, agricultural or rural industry use of the land.
High quality tourist development that is small scale, low impact and sympathetic to the unique landscape setting

Minimum Lot Size
In the areas of RU4 - Primary Production Small Lot, Council are proposing the Minimum Lot Size be 40 hectares. The justification for this is:
"By changing the zone only and not the minimum lot size this change is considered to limit the further fragmentation of this land and limit land use conflicts whilst also retaining or potentially increasing the agricultural productivity of the land."
