Dr. Maynard is a Chaos Insurgency spy working as a Scientist. There is no discernible way to tell whether or not Dr. Maynard is a spy and Military Forces are to be cautious with who they detain, Dr. Maynard can not escape and is simply there to cause chaos and help Class-D Personnel.

Agt. Skinner should be cautious of who is Dr. Maynard however Dr. Maynard has be provided with a Chaos Insurgency Access Device so the two can work together against the Foundation. Dr. Maynard has a 25% chance of spawning.
