The regular Board Meeting of the Roanoke River Service Authority (RRSA) was held on Tuesday May 26, 2026, at the Southside Planning Commission, South Hill, Virginia at 7:00 pm.
Call to Order
Chairman Tom Tanner called the meeting to order.

Approval of Minutes
A motion was made by Board Member Joseph Curtis and second by Board Member Charles Willis to approve April 28, 2026, regular meeting minutes. The Board approved the motion with a 4 - 0 vote.
Additions to Agenda
None. A Motion was made by Board Member Joseph Curtis and second by Board Member Don Dugger to approve the agenda as presented. The Board approved the motion with a 4 – 0 vote.
Financial Report
The April 2026 financial data was reviewed. The data projected 5.85% allocation gain and 560,000,000-gallon projected consumption with a $106,066 revenue gain. The Triennial water usage report and monthly condensed billing report were reviewed.
Executive Director’s Report
Old Business
-The Cycle Lane generator project is at substantial completion. The final payment has been made. The property was added to RRSA insurance.
-The debris on screens at intake has gotten better since making some adjustments recently. Would still like to get someone to dive and look at it but no debris is coming into the building.
New Business
-Board Structure – There were 4 Board Member Terms expiring in June. We heard from Brunswick County, Chase City, and Mecklenburg County. Waiting to hear from South Hill about who they will appoint for the new term.
-There was discussion about the Town of La Crosse waterline serving 11 customers on Country Club Road. A bore crew hit La Crosse’s water line January 30, 2023. RRSA opened an emergency bypass valve to service those 11 customers until the line could be fixed. La Crosse gives RRSA the total usage for the 11 customers each month to add the usage to the Town of La Crosse water bill. The Board discussed this needs to be fixed, it has gone on long enough as people change, employees change, Board Members change, things can be forgotten. The Board all agreed that Mr. Paul Malone will write a letter to the Mayor of La Crosse with a deadline on the letter. The letter will ask for a game plan of how it will be fixed and timeline as the RRSA La Crosse water tank is due for rehab maintenance soon and the emergency bypass valve will need to be utilized during tank maintenance.
-The VDOT Brown Town Road/Airport Road project is moving along. The work will be done in the middle of the night with a Brodnax boil water notice to follow.

With there being no further business to come before the Authority, there was a motion made by Board Member Joseph Curtis and second by Board Member Michael Smith to adjourn the meeting. The Board approved the motion with a 4-0 vote. The meeting adjourned at 7:41 pm.
