Board Meeting

The regular Board Meeting of the Roanoke River Service Authority (RRSA) was held on Tuesday April 28, 2026, at the Southside Planning Commission, South Hill, Virginia at 7:00 pm.
Call to Order
Chairman Tom Tanner called the meeting to order.

Approval of Minutes
A motion was made by Board Member Don Dugger and second by Board Member Charles Willis to approve March 24, 2026, regular meeting minutes. The Board approved the motion with a 4 - 0 vote.
Additions to Agenda
None. A Motion was made by Board Member Joseph Curtis and second by Board Member Don Dugger to approve the agenda as presented. The Board approved the motion with a 4 – 0 vote.
Financial Report
The March 2026 financial data was reviewed. The data projected 4.08% allocation gain and 550,600,000-gallon projected consumption with a $61,884 revenue gain. The Triennial water usage report and monthly condensed billing report were reviewed.

-Cycle Lane Generator startup was Monday
-Ribbon Cutting – Good turn out
New Business
The Board reviewed the FY 26-27 Budget. A motion was made by Board Member Joseph Curtis and second by Board Member Don Dugger to adopt the FY 26-27 Budget. The Board approved the motion with a 4-0 vote.
Committee Reports
Personnel – 2 open positions-will advertise next week to plan on hiring by the end of the budget year.
Finance – None.
Board Member Matters
Board Member Don Dugger said Paul and the team do a good job contacting customers when there is a leak. Brodnax had a leak on a 16-inch line and had to do a boil water notice.
Chairman Tom Tanner said he received a text from the South Hill Fire Department Chief that it was a tremendous help to have those hydrants and pump help during a recent house fire in Bracey.

Adjournment
With there being no further business to come before the Authority, there was a motion made by Board Member Joseph Curtis and second by Board Member Charles Willis to adjourn the meeting. The Board approved the motion with a 4-0 vote. The meeting adjourned at 7:17 pm.
