This universe is highly unstable. No current missions or probes are allowed within as we have observed time and sub universes decaying at a rapid rate. Proposals for new studies are currently restricted until such time as internal stability can be confirmed.

The fracturing nature of this universe is an excellent example of the inherent dangers from time traveling with carelessly. Many of the notable transmissions showcase terrible side effects of time travel that have been inflicted upon the inhabitants. While time travel is an interesting subject, it is important to beware of treating it in a casual nature.
In addition to time travel warping this universe, there was also observed a fracturing in the fundamentals of this universe. Some of the colloquial nicknames for these fracture points are "Underfell" and "Underswap" though there have been observed many others. A common metaphor for such fracturing is looking into a shattered funhouse mirror where ever reflection shows a distorted view.

Frisk
Frisk is central to the time loops. Seems to be the the source of the disturbances from this universe in almost all case studies.

Chara
No known images of Chara exist, though extensive documentation has been found to show that they, like Frisk and Flowey, have once had the ability to create time loops. It is speculated that they are dead, though transmissions from Frisk have indicated this might not be the case.

The original emanator of the localized time loops that were detected from this universe.
He is the son of King Asgore and Queen Toriel in the primary E-UT173 universe.

Known to study the time phenomena in this universe. Has the ability to warp space though generally does not show the ability to warp time. He has been observed to be able to transverse the boarders between other instances of E-UT173.

Papyrus
Sans' brother, Papyrus, rarely shows the same attunement to the strange anomalous behavior of E-UT173. However, without his support, it is unlikely Sans would be in a good position to study the anomaly.

A strange transmission that clearly features several of the echo points from E-UT173, however Frisk seems to be missing in the usually predictable fight with Undyne.
It's suspected that Deadpool comes from another Earth and crossed into E- UT173. Unfortunately, shortly after this, Deadpool noticed our probe and destroyed it.

It's unclear whether or not Chara is a separate entity of Frisk or a part of them.
This transmission seems to directly contradict the "And The World Went On Without You" where the documentation indicates that Chara is a malevolent presence versus here they seem to be another hurt child.

A transmission supposedly from the entity known as Chara. Additional study should be dedicated to confirming whether or not this is the case, since some of the facts contradict what was found in transmission "don't you let the thunder in."
However, similar elements were found between the two transmissions including the close relationship between Frisk and Chara.
