The chapter opens with the ending of the previous chapter and the narrator explains the Earth Phantom is a Mythical Tier and outclasses Koga. The chapter then switches to a flashback to days prior and they're discussing the revival of "The Life Phantoms" and they begin forming a plan with Koga suggesting an orbital strike with his technokinesis and Sasha, Captain of the Southern District, tells her Koga she'll send 2500 men to distract the Earth Phantom. Dr. Goppo's innate kinetic is then revealed as another Captain, Natalia, is introduced and asks Koga if he has anything else after that strike. Koga confirms he does not prompting another Captain, Hoshi, to ask for any volunteers. Nyah eventually volunteers to go out after Koga and the point of view switches back to Koga vs the Earth Phantom as it starts, ending the chapter.
