Technical Oversight Safeguards LGSF Projects in Guimaras
Rigorous technical and engineering monitoring serves as the primary defense against the substandard implementation of government infrastructure, ensuring that public funds yield safe and lasting benefits to communities. Recognizing that the success of the Local Government Support Fund (LGSF) relies heavily on strict adherence to quality standards, the Project Development and Management Unit (PDMU) of DILG Region 6 recently intensified its oversight activities in the province of Guimaras. This strategic validation mission was launched to safeguard the integrity of ongoing projects, verifying that physical progress on the ground accurately reflects the financial reports submitted by local government units.
The inspection team conducted a comprehensive review of specific developments in the municipalities of Sibunag and Jordan, scrutinizing the alignment between actual accomplishments and approved plans. In Sibunag, the monitoring focused on the FY 2024 LGSF-SAFPB projects, where the team inspected the quality of work to ensure compliance with engineering specifications. Simultaneously, the team assessed the status of projects in Jordan under the FY 2023 and FY 2025 LGSF-FALGU allocations. This leg of the mission involved a detailed check of the projects' implementation stages, ensuring that the projects were fully functional and that the initiatives were proceeding according to the scheduled timeline.
Spearheading this critical validation effort were Engineer II Lester Tabiano and Engineer III Carleen V. Tibi. Their on-site evaluation went beyond mere observation; they actively validated the technical aspects of the construction and provided necessary recommendations to address any gaps in execution. By conducting these physical inspections, Tabiano and Tibi reinforced the DILG’s commitment to transparency, ensuring that the infrastructure projects in Guimaras meet the highest standards of functionality and sustainability for the benefit of the residents.
