Any device produced or used in the European territories, should have the CE marking on it, and that means that legal procedure has been fulfilled, and main target is to have European single market for goods therefore:

-the manufacturers: should follow special procedures, that will bring them in a special status which is good designers, and if they follow all this requirements they can start to sell their devices

-the Users: should use this devices accordingly the designed purposes detailed in the operation instructions.
