Under the authority of the Unit Titles (Management) Act 2011, the Owners Corporation has appointed Grady Strata and Facilities as the Strata and Building Managers for the Observatory Living Complex.
Grady Strata and Facilities is a specialist organisation in the management of quality residential and mixed-use strata title properties. Their team has over 50 years of experience in the Canberra property industry and the necessary expertise to ensure our property is maintained to the highest standard. The directors, senior management and staff of Grady Strata and Facilities have the drive, determination and qualifications to be instrumental in partnering with our Executive Committee to ‘value add’ with the aim of increasing the value of our complex.
It provides a wide range of secretarial and treasury services to the Owners Corporation Executive Committee and, in addition, is delegated responsibilities in repair and maintenance and in enforcing the Rules relating to the Units Titles (Management) ACT 2011 to the extent authorised.
All requests, other than matters relating to safety, should be lodged in writing or email, giving sufficient detail for full consideration. The matter will then be dealt with by Grady Strata and Facilities as soon as possible; otherwise it will be referred to the Executive Committee for further consideration.
Work Health & Safety (WHS) matters such as reports of hazards should be communicated in the fastest and most expeditious manner possible.
Other than for WHS matters, tenants should not normally communicate direct with the Strata or Building Managers. The proper channel for tenants with queries, complaints or suggestions is through their landlord or estate agent. The Strata or Building Managers’ primary responsibility is to the Owners’ Corporation.
Our onsite Building Manager looks after the complex and its common property, such as the lifts, lights in the entrances, hallways and gardens, cleaning, the gardens, pool, BBQs and overall Complex security. If you require assistance for any maintenance issues within your own Unit, this is an owner responsibility.

It is important that issues are reported to ensure that we maintain the Complex at a high standard.
With so many people in the one large complex, disputes do sometimes arise. It is good practice to seek to resolve any issues directly with the others involved with courtesy and mutual respect. Where this doesn't resolve the matter it is important to follow the House Rules and any associated policies.
All issues will be handled according to our House Rules and in-line with the associated policies. The elected Executive Committee considers all issues in accordance with the House Rules and policies, with advice from our Strata Managers and other independent advice as necessary.
Some matters, such as noise, abusive behaviour, parking on streets, etc. are best dealt with by the appropriate authorities - the ACT Police or ACT Government. In those instances it is best to contact the relevant authority directly.
